ORDINANCE NO. 12,428
AN ORDINANCE WAIVING COMPETITIVE BIDDING
FOR PARTS AND REPAIR TO CERTAIN LAND FILL
AND STREET BULLDOZERS, AUTHORIZING CON-
TRACTS FOR SAID PARTS AND REPAIR, APPRO-
PRIATING FUNDS, AUTHORIZING PAYMENT; AND
FOR OTHER PURPOSES.
WHEREAS, certain land fill and street bulldozers
(TD -15 -B and TD -25 -C) in use by the City of Little Rock has
sufficient mechanical failure which must be repaired immed-
iately; and
WHEREAS, the only source of supply for parts neces-
sary to make the repairs is Little Rock Road Machinery Company
of Little Rock, Arkansas; and
WHEREAS, the situation created by the limited sources
of supply for the repair parts and the necessity for immediately
making said repairs creates an exceptional situation which this
Board of Directors determine to justify waiving competitive bid-
ding and therefore desires by this Ordinance to award a contract
to Little Rock Road Machinery Company to furnish the necessary
parts and make repairs to said land fill and street bulldozers
at a cost of $2,726.16 and $3,514.53 respectively.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIREC-
TORS OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. That contracts are hereby awarded to Little
Rock Road Machinery Company, 1421 East 9th Street, Little Rock,
Arkansas, to furnish the necessary parts and make repairs to
the land fill and street bulldozers used by the City of Little
Rock in the amount of $2,726.16 for the international TD -25 -C,
and $3,514.03 for the TD- 15 -B -IHC tractor dozer.
SECTION 2. The Board of Directors find that the
limited source of supply for the parts needed to repair the
bulldozers herein identified and the necessity for making said

repairs immediately creates an emergency and an exceptional
situation and therefore competitive bidding is hereby waived.
SECTION 3. There is hereby appropriated from the
unexpended balance of the general fund, the sum of $2,726.16
and from the unexpended balance of the street fund the sum of
$3,514.03 to be applied to the contract prices.
SECTION 4. Upon completion of the aforementioned
repairs complying in all respects with the specifications and
proposal on file in the office of the Purchasing Agent, the
City Manager and Director of Finance are hereby authorized and
directed to execute the necessary warrant or warrants in pay-
ment of the contract prices.
SECTION 5. This Ordinance shall be in full force and
effect from and after its passage.
