ORDINANCE NO. 12,629
AN ORDINANCE AMENDING CHAPTER 37 OF THE CODE OF
ORDINANCES TO PROVIDE AND ESTABLISH, IN ADDITION
TO THE PROVISIONS THEREIN SET FORTH, RULES AND
REGULATIONS FOR THE DEVELOPMENT OF MOBILE HOME
SUBDIVISIONS: AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Any subdivider of land for mobile home purposes
within the territorial jurisdiction of the city of little rock shall submit
to the Little lbck Planning Commission, plats of the subdivision and plans
for indicated improvements according to the regulations provided by this
Ordinance. The rules and regulations herein provided are specifically for
mobile home developments and all existing rules and regulations of Chapter 37
of the Code of Ordinances shall be applicable to such mobile home developments
except where specifically in conflict with the provisions of this Ordinance.
The provisions of this Ordinance shall be and are hereby designated as a part
of Chapter 37 of the Code of Ordinances of the City of Little Rock.
SECTION 2. The mobile home subdivision rules and regulations
established by this ordinance are designed to further the general purposes of
this Chapter and more particularly to achieve the following purposes:
(1) To meet the metropolitan area's expected mobile homes
needs by making available a wide range of suitable sites for these needs and
related activities.
(2) To protect these mobile home and related developments
against congestion by setting forth certain minimum requirements in relation to
the land around them, and to one another, by requiring the providing of off -
street parking and storage facilities, and by requiring needed minimum open
space.
SECTION 3. Section 37 -2 Definitions of the Code of Ordi-
nances is hereby amended by adding Section 37 -2 (y) as follows:
SECTION 37 -2(y) Mobile Home Subdivision A mobile home
subdivision shall include all divisions of a tract or parcel of land into two
or more mobile home spaces for the placement of mobile homes as defined herein-
after.
(1) Mobile Home Space - Mobile home space shall mean a
plot of ground within a mobile home subdivision designated for the accommoda-
tion of one mobile home. It shall be for lease or rent only, and shall be
adjacent to a dedicated street or a paved service easement drive.
(2) Mobile Home. A detached single - family dwelling unit
with all of the following characteristics: (a) designed for full time occupancy
and containing sleeping accommodations, flush toilet, tub or shower bath, and
kitchen facilities, with plumbing and electrical connections provided for
attachment to outside systems; (b) designed to be transported after fabrica-
tion on its own wheels or on flatbed or other trailers of detachable wheels
or by other means; (c) arriving at the site where it is to be occupied as
a dwelling complete and ready for occupancy except for minor and incidental
unpacking and assembly operations, location on and connection to foundation
supports, connection to utilities and the like. Anchorage must comply with
design load requitements of the building code of the City of Little Rock,
Arkansas.
(3) Service easement.
(a) service easements shall be shown and dimensioned
on the final plat and so designated within the
Bill of Assurance
(b) it shall be for the use of all public utilities for
the purpose of installation and maintenance of the
various service facilities
(c) it shall be designated as a fire lane for the
purpose of access or emergency service vehicles
(d) the appropriate law enforcement agency shall have
the right to enforce parking within the service
easement and keep it clear at all times for emergency
vehicles
(e) service easements shall also be a common access to all
parcels of property leased, rented, or owned located
within the subdivision.
SECTION 4. Mobile Home Subdivision Design Requirements. Mobile
Home Subdivisions shall be designed to provide the following:

(1) A platted thirty (30) foot wide paved service easement
or dedicated right -of -way adjacent to all mobile home spaces and /or other areas.
(2) A service easement ctrl -de -sac shall have a paved turnaround
of an eighty (80) foot diameter minimum.
(3) Screening - where a mobile home park adjoins a residential
lot or is across the street from a residential lot or subdivision, a compact
evergreen screen and /or a permanent type opaque fence of wood, masonry or metal
construction having a height of not less than six (6) feet shall be erected and
maintained between such area and the adjacent property. Screening shall meet
sight distance requirements as established by Section 39 -145 of the Traffic Ordi-
nance of the City of Little Rock, Arkansas. A ten (10) foot wide screening ease-
ment to be used for that pirpose only may be required.
(4) Recreation Space. Common recreation space shall be
provided at the rate of three hundred square feet per mobile home. Minimum
size of any recreation space shall be five thousand (5000) square feet. All
required recreation areas shall be located back of the required setback lines.
All required recreation areas shall be used solely for recreational purposes.
(5) Storage Facilities. A paved storage area shall be
provided at a central location at the rate of fifty (50) square feet per mobile
home for the storage of boats, campers, etc.
(6) Utility Installations. All utility installations shall
meet the requirements established by the Subdivision Rules and Regulations and
shall be provided for each mobile home space.
(7) Double Frontage Spaces. No mobile home space having
double frontage shall take access on a dedicated public street.
SECTION 5. Mobile Home Space Design Requirements. The minimum
width of a mobile home space at the platted setback line shall be 34 feet and
the minimum depth shall be 100 feet. In the case of a corner space the minimum
width shall be 54 feet. Minimum setbacks shall be based on a designed mobile home
of 14 feet X 70 feet and shall be as follows:
(1) The minimum setback from any property line shall be 25 feet
(2) The minimum setback from any service easement shall be
twenty (20) feet.
(3) The minimum separation between mobile homes shall be
twenty (20) feet.
(4) Open unenclosed awnings and carports may occupy only
40% of the required minimum spacing between mobile homes.
(5) Each mobile home space shall be provided with a minimum
of two (2) 9 feet X 20 feet paved parking spaces located on the mobile home
space.
SECTION 6. Improvements. Every subdivider shall be required to
install at his own expense or have installed by the appropriate public utility
the following improvements in addition to all other required improvements in
Chapter 37;
(1) All surfaces subject to vehicular traffic shall be paved.
The minimum pavement requirements shall be as follows: 12" asphaltic concrete
hot -mix with a 5" compacted base, or a double surface treatment with a 5"
compacted base, or a 4 ".concrete slab, and shall have appropriate bumper guards
where needed. Areas subject to vehicular traffic shall include all service
easements, parking spaces, storage areas, or parking lots.
(2) Accommodations for on -site fire hydrants shall be provided
by the installation of necessary mains, T's and cut -off values as required by
the Little Rock Water Department and Fire Department.
SECTION .7. This ordinance shall be in full force and effect
from and'diter its passage.
