ORDINANCE NO. 12,779
AN ORDINANCE CREATING THE DEPARTMENT OF
INFORMATION SERVICES; PROVIDING FOR PER-
SONNEL THEREOF; APPROPRIATING FUNDS FROM
GENERAL FUND; AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. There is hereby created the Department of
Information Services, the broad responsibilities of which is
maintaining, operating and providing a data processing system
for all phases of City government.
SECTION 2. The following personnel, with starting salaries
set opposite each, are hereby authorized within the Department
of Information Services, the job title, position, classification
and job description all being attached hereto and made a part
hereof the same as though set out herein word for word:

SECTION 3. There is hereby appropriated from the unappro-
priated balance of the General Fund the sum of $30,561.00 to be
used for the payment of personnel fringe benefits, salaries and
related salary expenditures for the remainder of the 1973 budget
year. There is further appropriated from the unappropriated
balance of the General Fund the sum of $7,040.00 to the Budget
Account numbers and in the separate amounts for the Department
of Information Services:

JOB TITLE: DIRECTOR, LITTLE ROCK DATA PROCESSING CENTER
(Suggested Salary - F -14 ($1,200 - $1,470)
A. INTRODUCTION
Incumbent is the principal official within the City of
Little Rock government dealing with matters pertaining
to data systems and automatic data processing. He
provides expert technical advice to the City Manager
and the department heads, and maintains technical
resources required to meet the ADP needs of the City.
B. AREAS OF RESPONSIBILITY
1. Develops and recommends policies, procedures and
guidelines dealing with the acquisition and use of
computer technology within the municipal government.
2. Surveys operations and programs of the City to determine
present and future requirements for ADP resources.
Under the direction of the City Manager, acquires,
maintains and supervises data processing equipment,
personnel and facilities sufficient to meet the
needs of the City.
3. Assists manager and supervisors throughout the City
in analyzing their data gathering, processing and
reporting problems. Recommends solutions to these
problems and, upon request, implements improved
methods for handling information.
4. Manages all computer operations of the City, including
the supervision of technical personnel and the admin-
istration of ADP service contracts. Maintains requisite
financial accounts pertaining to ADP activities and
assures compliance with approved policies and principles
of financial management, as specified by the Finance
Officer of the City.
S. Serves as principal point of contact within the City,
represents the City Manager, and provides liaison on
matters pertaining to data processing with outside
interests, organizations and institutions, including
other government agencies, computer equipment vendors
and ADP contractors.

C. PRINCIPAL DUTIES
1. Provides cost forecasts for all data processing act-
ivities, estimates development and operating costs,
prepares cost /benefit analysis on request. Prepares
annual and 5 -year operating budgets for the.center.
Z. Recommends new uses for data processing equipment or
abandonment of present uses which are unjustified or
marginal. Prepares and submits proposals to functional
managers of the City. Discusses feasibility of new
methods and provides technical advice.
3. Directs and oversees the development and maintenance
of computer systems.
4. Directs the recruitment, professional development and
.training of center personnel. Reviews and eva.luates
the performance of staff members.
S. Maintains cognizance of the state of the art in the
computer field. Appraises the applicability of new
developments to the operations of the City.
6. Reviews and evaluates the operation of center computers
and other equipment. Devises operating and programming
methods and procedures to increase efficiency and
economy of operations.
7. Maintains an orientation program to assist managers
and key officials throughout the city in understanding
the uses and limitations of automated processing methods.
D. DEGREE OF SUPERVISION RECEIVED
Incumbent reports to the City Manager, from whom he receives
general policy guidance and leadership. He is delegated full
responsibility for carrying out the mission of the data
processing center, for managing its intern -al activities,
and for adequately supporting the organizations and programs
of the city. He will discuss problems with the City Manager,
submit periodic reports of accomplishments and shortcomings,
and attend management review sessions.

E. OTHER SIGNIFICANT FACTS
Incumbent must be a senior, accomplished manager. He must
be well grounded in both ADP operations and general office
procedures, including financial management and accounting.
He must be imaginative and creative in seeking solutions to
problems, and possess sound judgment and the'ability to
foresee the practical implications of abstract concepts.
His personal deportment and general demeanor must be accept-
able to the top management echelons of the City, with whom
he will discuss problems and solicit cooperation. He must
be articulate, persuasive and receptive. He must have at
least two years of advanced education and ten years of
progressive experience in the fields of computer management,
financial management and general office management.
JOB TITLE: COMPUTER PROGRAMMER
(Suggested Salary Range - g -.g ($661 - $786)
A. INTRODUCTION
This position is located in the Division of Systems
Development, Little Rock Data Processing Center.
Incumbent is one of a small staff of Computer Tech-
nicians who must implement efficient,and effective
data systems in support of vital governmental
functions.
B. AREAS OF RESPONSIBILITY
1. Working from data system specifications, incumbent
produces programmer sets of computer instructions
that accomplish design requirements, making the
most efficient utilization of computer equipment.
2. Prepares programming documentation, in accordance
with approved standards, and detailed instruction
manuals for use by the operations staff and
customer's clerical staffs.
3. Maintains programs and program documentation on a
continuing basis, effecting modifications and
improvements as the need arises.
C. PRINCIPAL DUTIES
1. Designs the processing steps internal to the computer
which are necessary to produce a specific computer
program. Prepares a program logic chart.
2. Working from a logic chart, writes the instructions
which comprise a computer program. These may be in
machine language, one of the symbolic languages, or.
the coding of control cards or statements to be used
with previously written generalized programs.
3. Conducts tests of programs and systems to assure
effective, error -free performance. This includes
the development of logic schemes to check all possible
conditions, the preparation of test data, trial runs
.on the computer, desk checking of assembly listings
and diagnostics, the inspection of outputs of actual
or trial runs, the comparison of dual processes, and
so forth.

4. Works with customers to review systems and assure
that computer outputs are satisfactory; suggests
improvements and, upon request, makes system
changes to increase their usefulness.
S. Works with system analyst and computer operators to
improve designs; suggests methods to achieve greater
efficiency in equipment utilization and reduce,
production costs.
6. Reviews and updates system documentation. Develops
detailed program descriptions,'assembles and maintains
all elements, such as statements of objectives,
requirements, flow charts, file composition, report
layouts, record formats, assembly listings, keying
instructions, run books, sort keys, etc. into a
standard documentation package for each data system
produced.
7. Prepares a detailed set of instructions for the computer
operator, scheduler and production control clerk informing
them how to prepare and execute each program within a
data system, their sequence, input requirements, and
the nature and disposition of outputs.
8. Other duties, as assigned.
D. DEGREE OF SUPERVISION RECEIVED
Incument reports to the Chief, Division of System Development.
Working within the parameters established in system specifica-
tions, he has full responsibility, and works independently, to
plan, design and develop individual programs, and to render
the overall system operational. He consults with his division
Chief, or the System Analyst to obtain guidance and resolve
problems encountered in his work.
E. OTHER SIGNIFICANT FACTS
Incumbent must be technically competant and keep abreast of
the "State of the Art" in computer equipment and programming
techniques. Must be a high school graduate and have two years
of relevant programming experience or training. He must have
analytical ability and be able to understand complex systems
with many inter - related variables. He must be articulate,
particulary in written communications.
JOB TITLE: COMPUTER OPERATOR I and II
(Suggested Salary Range: One at F -5 ($488 -.$566)
One at. F -6 ($539 - $641)
A. INTRODUCTION
This-position is located in the Division of "Computer
Operations, Little Rock Data Processing Center. The
incumbent performs all necessary tasks involved in
the daily processing of computer applications, includ-
ing the operation of a complex assembly of equipment
components.
B. AREAS OF RESPONSIBILITY
I. Operates all equipment components of the center,
including multiple computer configurations, both
disk and tape storage devices, card and paper
handling devices, and remote communications ter -
minals. Must be familiar with the capabilities,
limitations, operating procedures and require -.
ments of all components of the center. Must be
familiar with specification's and diagnostic
signals, recognize malfunctions and take approved
corrective action.
2. Processes a variety of computer applications
according to a pre- arranged schedule. Organizes
work, assures that all necessary inputs are in
order, initializes equipment, prepares outputs,
performs quality control inspections, and dis-
patches products, as required. Must be familiar
with system run instructions, programmer diagnostic
statements, recognize program error conditions, and
take corrective action, as specified.
3. Maintains machine room facilities within acceptable
operating parameters. Monitors environmental control
indicators to assure proper ventilation, temperature
and power conditions. Observes and enforces adequate
security procedures to protect both physical resources
and sensitive data files. Maintains work areas'in a
clean, orderly state, conductive to safe and efficient
operations.

C. PRINCIPAL DUTIES
1. Initializes computer system for each program in
accordance with operating instructions.
2. Prepares peripheral equipment with forms, cards,
tape and disk files.
3. Verifies that all necessary files and data have
been submitted to the computer room.
4. Operate computers from control consoles.
S. Diagnose causes for interruptions in processing,
taking corrective action as defined in operating
instructions.
6. Verify that reports and other outputs are complete
before release from computer room.
7. Maintain accurate activity logs, as instructed,
recording time and equipment utilization data.
8. Notify supervisor or maintenance engineer of
equipment or program malfunctions.
D. DEGREE OF SUPERVISION RECEIVED
Incumbent works under the supervision of a Division Chief.
He is provided with detailed instructions in specific
processing areas and general guidelines for all other
circumstances. When working during the 2nd or 3rd shifts,
he may be personally responsible for the entire operation.
Therefore, incumbent must be able to analyze and appraise. -
problems, to determine their impact on the center's mission,
and make appropriate decisions.
E. OTHER SIGNIFICANT FACTS
Incumbent must have a minimum on one year of satisfactory
experience in the operation of computer equipment or six
months of organized, intensive training in computer
operations.
JOB TITLE: SECRETARY
GRADE - F -4 SALARY RANGE $440. - $509.
A. Introduction
This position is located in the Administrative Section of
the Division and is responsible for secretarial tasks including the
taking and transcribing oral dictation.
Although the dictation and transcription involved may vary
in amount, the difficulty and variety of other clerical work performed
are the factors primarily involved in allocation to this class. Work
ordinarily involves the exercise of initiative and independent judg-
ment in relatively routine affairs, with review upon request or in
questionable cases, and work frequently involves immediate responsi-
bility for carrying through entire clerical processes of considerable
importance to departmental operations. Assignments include steno-
graphic tasks which require familiarity with legal, engineering, or
other special terminology. Supervision, when exercised, is usually
over clerical employees engaged in the same type of clerical work.
Public contacts may involve the explanation of established policies
and regulations. Determinations made are not final, but are subject
to review upon complaint or in borderline cases. Although the work
may be performed with relative independence, a supervisor is usually
available for advice and assistance with unusual or difficult problems.
B. Areas of Responsibility
Takes dictation often from several persons, and transcribes
letters, reports, statements, memoranda, and other material, in
addition to performing difficult and responsible clerical work.
Composes correspondence and other material with only general
instructions; takes special dictation requiring special knowledge
of legal, engineering, medical or other terminology.
Personally performs all the clerical work of an organizational
unit including considerable public contact work; carries out clerical
procedures and prepares reports; may supervise clerical employees
engaged in filing, sorting, posting, or other routine work.
Compiles agenda for meetings; takes minutes and transcribes
reports; records official permanent departmental actions and prepares
certifications.
Types plans and specifications, standards manuals, budgetary
documents, legal notices, cost estimates, and periodic fiscal and
statistical statements related to agency activities.
C. Desirable Knowledges, Abilities, and Skills
Working knowledge of commerical arithmetic and business
English.
Working knowledge of modern office procedures, practices,
and equipment.
Working knowledge of departmental programs, policies,
and operations as applied to the work.
Ability to understand and follow oral and written
instructions.
Ability to make computations and tabulations with speed
and accuracy.
Ability to assign, and supervise the work of clerical
subordinates.
Ability to make work decisions in accordance with rules,
regulations, and departmental policies and procedures.
Ability to maintain clerical records of some complexity
and to prepare reports from such records.
Ability to establish and maintain effective working
relationships with other employees, and the public.
Skill in taking dictation, either by use of shorthand
or stenotype machine, transcribing notes, and operating and caring
for a standard typewriter.
D. Desirable Experience and Training
Experience in stenographic and general clerical work;
and completion of the twelfth school grade, including or supplemented
by courses in shorthand, typing, and general commercial subjects; or
any equivalent combination of experience and training.

SECTION 4. The personnel herein authorized for the
Department of Information Services shall not be subject to
the Civil Service laws of the State of Arkansas. Said per-
sonnel shall be employed by the City Manager subject to approval
of the Board of Directors.
SECTION 5. This Ordinance shall be in full force and
effect from and after its passage.
