ORDINANCE NO. 12,789
AN ORDINANCE CLOSING AND VACATING A PORTION OF
NORTH VALMAR STREET (FORMERLY LOCUST STREET) SHOWN
ON THE PLAT OF EAST PULASKI HEIGHTS ADDITION TO THE
CITY OF LITTLE ROCK, ARKANSAS
WHEREAS, Melvyn Bell, Sam B. Reynolds, Agent,
Robert V. Light, Jerry T. Light and Jo Neva Light filed a
petition with the Board of Directors of the City of Little
Rock, Arkansas, asking the Board to close, vacate and aban-
don the following described portion of a street, to wit:

All that part of North Valmar Street
(formerly Locust Street) shown on the
Plat of EAST PULASKI HEIGHTS ADDITION
to the City of Little Rock, Arkansas,
in Deed Book 76 at Page 452 in the
office of the Recorder for Pulaski
County, Arkansas, which is abutted on
the East by Lots 7 and 8, Block 5, of
said addition, and is abutted on the
West by Lots 5 and 6, Block 6, of
said addition;
WHEREAS, after due notice as required by law,
the Board of Directors has, at the time and place mention-
ed in the notice, heard all persons desiring to be heard
on the question and has ascertained that the petitioners
are the owners of all property abutting the portion of
said street to be closed; that the petitioners, by their
petition, have consented to the vacation of the street;
that the portion of the street to be closed is not re-
quired for public purposes and has not been actually used
by the public for a much greater period than five (5)
years, if in fact it was ever so used; and that the pub-
lic interest and welfare will be benefited by abandonment
of such portion of such street;
NOW THEREFORE,
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City of Little Rock, Arkansas,
hereby releases, vacates and abandons all its right, to-
gether with the right of the public generally, in and to

the following described portion of a street, to wit:
All that part of North Valmar Street
(formerly Locust Street) shown on the
Plat of EAST PULASKI HEIGHTS ADDITION
to the City of Little Rock, Arkansas,
in Deed Book 76 at Page 452 in the
office of the Recorder for Pulaski
County, Arkansas, which is abutted on
the East by Lots 7 and 8, Block 5, of
said addition, and is abutted on the
West by Lots 5 and 6, Block 6, of
said addition.
Section 2. A copy of this ordinance, duly cer-
tified by the City Clerk, shall be filed in the office of
the Recorder and recorded in the Deed Records of Pulaski
County, Arkansas.
Section 3. Whereas, the existence of the afore-
said portion of North Valmar Street (formerly Locust Street)
shown on the Plat of EAST PULASKI HEIGHTS ADDITION to the
City of Little Rock, Arkansas, is adverse to the public in-
terest and welfare, an emergency is declared to exist and
this ordinance shall take effect and be in force from and
after its passage.
