AN ORDINANCE AMENDING VARIOUS SECTIONS OF ORDINANCE NUMBER
12,077 OF THE CITY OF LITTLE ROCK, ARKANSAS ( "MASTER STREET
PLAN OF THE LITTLE ROCK PLANNING AREA "); UPDATING THE
"CLASSIFICATION" AND "PLANNING SPECIFICATION" SECTIONS OF
THAT ORDINANCE, AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Section 4. of Ordinance Number 12,077 of the City of Little Rock,
Arkansas is hereby amended to read as follows:
Section 5. Planning Specifications. The major streets shown on the
plan exist or shall be planned according to the following specifications:
(1) This Master Plan is a result of an overall Pulaski
County Area Transportation Study which was completed in October, 1966.
This study has recommended various plans and proposals for
transportation needs projected to the year 1990.
From extensive study it was revealed that the 278 square
mile study area contained a resident population of nearly 223,000 in 1964, who
made a total of 758,951 person trips on a typical weekday. In addition,
71,623 external and 70,961 commercial vehicle trips were performed. By 1990,
the study area population is expected to reach over 412,000 and 1,761,586
internal trips will be performed daily.
The area travel pattern characteristics were obtained from
home interview surveys, truck -taxi surveys and roadside interviews, the exist-
ing street facilities, the existing land use and daily traffic counts. All
this data was employed in mathematical projection and trip distribution models

This plan is based on the anticipated "1990" traffic demands
which indicate that additional improvements to existing facilities and the con-
struction of new transportation facilities are necessary to provide an adequate
traffic system within the existing Planning Area Boundary of the City of Little
Rock.
(2) Design. Criteria. The Street classification and design
are based on the projected "1990" Average Traffic Assignment as amended. (ADT)
(A.) Residential Street
30 MPH design speed, including both hori-
zontal and vertical curve data, 27 feet of pavement, 50 feet of right -of -way.
The Residential Street's function is to serve as internal access to residential
developments. Safe stopping sight distance can be waived by staff under certain
conditions.
(B.) Residential Collector
30 MPH design speed, 36 feet of pavement,
60 feet of right -of -way. The Residential Collector's primary purposes is to
provide ingress and egress to large residential developments. The Residential
Collector is not shown or designated specifically in the Master Plan. It will
be required at the discretion of the Planning Commission to provide adequate
traffic circulation within a residential development and to continue collector
system already started.

150 feet of right -of -way. Expressways are generally considered as an
intermediate step between major arterial and freeway facilities. Expressway
design precludes direct access to abutting properties, with ingress and egress
to roadside development provided by service roads, and a limited number of
strategically spaced at -grade intersections.
(G.) Freeway
40,000 or greater ADT, 70 MPH design speed,
200 to 300 feet of right -of -way. Freeways provide for high speed movement of
large volumes of traffic in heavy traffic corridors, with a minimum of inter-
ference through the use of access control, divided roadways, and grade-
separation interchanges.

(H.) Intersections
The Planning Commission may require addi-
tional right -of -way at the intersections of Arterial and Collector Streets. An
intersection will be considered on its own merits at time of submission to the
Commission. The intersection right -of -way requirement shall generally not
exceed 120` for a depth of 200 feet from the point of intersection of right -of-
way lines. In cases of planned large scale development, deceleration and
acceleration lanes and additional dedication may be required at the discretion
of the Planning Commission.

(I.) Additional ROW
Additional right -of -way will be required by
the Planning Commission when it is apparent that grade problems, horizontal
curve problems, intersections, etc. require greater right -of -ways to permit
construction. The Commission also may require additional right -of -way and
additional pavement width adjacent to large residential, commercial and
industrial traffic generators where it is deemed necessary to provide the
necessary capacity to service the traffic generator.
(J.) Setback
Upon submission of a building permit, the
Master Street Plan shall be consulted. If the proposed structure is adjacent
to a facility noted and described on said plan, proper setback or building line
shall be imposed on the structure as to allow for the additional right -of -way
required within the Plan. No required parking shall be allowed in proposed
or future right -of -way.
(K.) New Transportation Facilities
Facilities shown, noted and designated with
the Master Street Plan which are not now physically existing are general loca-
tions only. At the time of development of areas which include the facility as
shown, the Planning Commission will consider the best location in regard to
topography and economics.
SECTION 3. This Ordinance shall be in full force and effect from and
after its passage.
