HomeMy WebLinkAbout12849AN ..� 4 .JAt♦ _ 6 ORDINANCE NO. 12,849 AN ORDINANCE ESTABLISHING THE METROCENTRE IMPROVEMENT DISTRICT NO. 1 OF THE CITY OF LITTLE ROCK, ARKANSAS WHEREAS, parties claiming to be more than two - thirds in value, as hown by the last County assessment, of the owners of the property located within the territory hereinafter de- scribed have filed a Petition praying that a central business improvement district be established for the purposes herein- after set out; and WHEREAS, after due notice as required by law, the Board of Directors of the City of Little Rock, Arkansas, has heard all parties desiring to be heard, and has ascertained that said Petition was signed by more than two - thirds in value, as shown by the last County assessment, of the owners of real property situated within the said territory; NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. There is hereby established a central business improvement district, under the authority of Act 162 of 1973, the boundaries of which are as follows.: Blocks 2 through 9, 26 through 31, 33, 71 through 78, 81 through 88, 91 through 97 and 102 through 108, all in Original City of Little Rock, Pulaski County, Arkansas the perimeter of which is more particularly described as follows: Beginning at the centerline of the intersection of Cumberland Street and Markham Street; thence N 80° 45' W along the centerline of Markham Street a distance of 1460 feet more or less to the centerline intersection of Markham Street and Center Street; thence S 09° 15' W along the centerline of Center Street a distance of 360 feet more or less to the centerline intersection of Center Street and West 2nd Street; thence N 80° 45' W along the centerline of West 2nd Street a distance of 730 feet more or less to the centerline intersection of West 2nd Street and Broadway Street; thence S 09° 15' W along the centerline of Broadway Street a distance cc '- -L- `- G -6 r L S x of 2540 feet more or less to the centerline intersection of Broadway Street and West 9th Street; thence S 80° 45' E along the centerline of West 9th Street a distance of 2190 feet more or less to the centerline intersection of East 9th Street and Cumberland Street; thence N 09° 15' E along the centerline of Cumberland Street a distance of 2180 feet more or less to the centerline intersection of Cumberland Street'and East 3rd Street; thence N 80° 45' W along the centerline of East 3rd Street a distance of 360 feet more or less to the centerline intersection of East 3rd Street and Scott Street; thence. N 09° 15' E along the centerline of Scott Street a distance of 360 feet more or less to the centerline intersection of Scott Street and East 2nd Street; thence S 800 45' E along the centerline of East 2nd Street a distance of 360 feet more or less to the centerline intersection of East 2nd Street and Cumberland Street; thence N 090 15' E along the center- line of Cumberland Street 360 feet more or less to the Point -of- Beginning and containing 136.8 acres, more or less, as shown by the recorded plat of the Original City of Little Rock. Said district is hereby established for the purpose of construct- ing, establishing and operating, the following: a shopping mall or malls, sidewalks, plazas, landscaping, fountains, parking facilities (including one or more parking garages), pedestrian overpasses, and such other improvements, facilities, services and equipment as may be authorized by said Act 162 of 1973, all to be located, constructed, operated, and maintained in such manner and with such materials and under such circumstances and conditions as the Commissioners to be selected for said District shall deem for the best interests of the District, and that the costs thereof be assessed and charged upon the real property above described. Section 2. The said central business improvement district shall be known as Metrocentre Improvement District No. 1 of the City of Little Rock, Arkansas and James T. Dyke, Herbert H. McAdams, Edward M. Penick, A. Dan'Phillips and Ben F. Scroggin, Jr. are hereby named Commissioners. -2- Section 3. It is hereby found and declared that the deterioration of the central business district is a threat to the property tax and revenue sources of the City of Little Rock, and that the elimination of urban blight and decay and the modernization and general improvement of such central business district is urgent. Therefore, an emergency is declared to exist, and this Ordinance, being necessary for the preserva- tion of the public peace, health and safety, shall take effect and be in force from the date of its apprbval.
