AN ORDINANCE ESTABLISHING THE DEPARTMENT OF
MANAGEMENT AND PROGRAM ANALYSIS; PRESCRIBING
DUTIES; APPROPRIATING FUNDS; AND FOR OTHER
PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. The Department of Management and Program
Analysis is hereby established within the City Government of
the City of Little Rock, Arkansas. The following positions
are hereby created within that Department with salary and
classification set opposite:
POSITION
One Director
One Secretary
One Project Evaluator
One Project Evaluator
One Project Evaluator
One Project Evaluator
CLASSIFICATION SALARY
F -15 -1 $1,322 monthly
F -4 -1 $ 450 monthly
F -10 -3 $ 866 for one month
909 for 5 months
F -12 -2 $1,054 monthly
F -7 -1 $ 597 monthly
F -6 -2 $ 556 monthly
The above identified positions shall be of non -civil service
status.
SECTION 2. The principal duties of the Department of
Management and Program Analysis will involve the following:
1. Chief Executive Review and Comment on a minimum of
25 million dollars worth of projects impacting on
residents of the City.
2. Final program and project evaluation of the Model
Cities effort.
3. Refinement of the Management Information System and
the development of a continuous management analysis
capability
4. Review and recommendations on all requests for general
revenue sharing funds.
5. Special studies upon request such as City /County Health
Department consolidation.
6. Assist the City Manager's office in the further devel-
opment of a goal- oriented and output- related budget system.

The Department of Management and Program Analysis will
serve under the jurisdiction of and be answerable to the City
Manager.
SECTION 3. The sum of $30,215.00 is hereby appropriated
from the General Fund to defray all expenses of the Department
for the remainder of the 1973 calendar year. This sum of money
will be reimbursed by funds received from Model Cities funds
and 701 Grant Funds of the Housing and Urban Development Depart-
ment of the United States Government.
SECTION 4. This Ordinance shall be in full force and
effect from and after its passage.
