AN ORDINANCE ASSESSING THE BENEFITS TO BE RECEIVED
BY EACH OF SEVERAL LOTS, BLOCKS, AND PARCELS OF LAND
WITHIN TWIN LAKES RECREATIONAL AREA IMPROVEMENT
DISTRICT NO. 1 OF LITTLE ROCK, ARKANSAS.
WHEREAS, a majority in value of the property owners owning
property adjoining the locality to be affected and situated in
Twin Lakes Recreational Area Improvement District No. 1 of Little
Rock, Arkansas, organized for the purpose of constructing recrea-
tional facilities, improving and extending the recreational area
located and to be located within the District, and other facilities
thereon pertaining to the construction, maintenance, and utilization
thereof, and for the purpose of maintaining, repairing and operating
such improvements, has petitioned the City Board of Directors of the
City of Little Rock, Arkansas, for the construction of said improve-
ments; and that the cost thereof be assessed and charged upon each
of the lots in Sections E, F, and G of Twin Lakes Subdivision and
collected in annual installments thereof, not to exceed $48 per lot,
with the first installment of the general taxes each year for not
more than 15 years; and that "the cost of maintaining, operating and
keeping in repair said improvements after completion, and expenses
necessary and incidental thereto, be assessed and charged upon each of
the above described lots in said Sections E, F, and G of Twin Lakes
Subdivision and collected in annual installments thereof, not to
exceed $24 per lot, with the first installment of general taxes each
year and to continue so long as said improvements are operated as a
recreational area for the benefit of the owners and residents of said
lots; and
WHEREAS, said majority in value of the property owners within
said District, as now organized, and adjoining the locality to be

affected, has petitioned the City Board of Directors of the City of
Little Rock, Arkansas, that the life of the District shall be
prolonged and continued, after the completion of the original im-
provements contemplated for the purpose of maintaining, making im-
provements thereto, and keeping such improvements in a good state
of repair, and that the costs of said maintenance, improvements and
repairs, including interest and costs of borrowed money be assessed
and charged upon the lots in said Sections E, F, and G of Twin Lakes
Subdivision and collected in annual installments thereof, not to
exceed $24 per lot, with the first installment of the general taxes
each year as provided above; and
WHEREAS, said benefits received by each and every lot, block
and parcel of real property situated in said District equals or
exceeds the local assessment thereon; and
WHEREAS, the estimated cost of said improvement is $100,000; Now
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. That the said several lots, blocks and parcels of
real property in Twin Lakes Recreational Area Improvement District
No. 1 of Little Rock, Arkansas, be assessed according to the assess-
ment list for said improvement district, as the same now remains or
may hereafter be changed in the office of the City Clerk, and that
six and two - thirds per centum (6 2/3/) of the assessments on each of
said lots, blocks and parcels shall be collected by the County
Collector with the first installment of the general taxes becoming
due in 1976, and six and two - thirds per centum (6 2/3/) of the
assessment shall be collected annually thereafter with the first
installment of the general taxes until the whole of the local assess-
ment shall be paid, and so long as maintenance and repairs are
necessary for the improvements by the District.
SECTION 2. This ordinance shall take effect and be in full
force from and after its passage.
