RESOLUTION NO. 11,848
3 A RESOLUTION TO AMEND THE 2004 ANNUAL ACTION
4 PLAN FOR CDBG, HOME AND ESG FUNDS WHICH WAS
5 APPROVED BY THE BOARD OF DIRECTORS IN RESOLUTION
6 NO. 11,622, (NOVEMBER 4, 2003), TO ADD AMERICAN DREAM
7 DOWNPAYMENT INITIATIVE PROGRAM FUNDS; TO
8 AUTHORIZE THE CITY MANAGER TO SUBMIT THE
9 AMENDMENT TO THE ACTION PLAN FOR CONSIDERATION
10 BY THE U.S. DEPARTMENT OF HOUSING & URBAN
11 DEVELOPMENT;AND FOR OTHER PURPOSES.

13 WHEREAS, the Board of Directors approved the 2004 Annual Action Plan and
14 authorized the City Manager to submit the proposed Plan to the U.S. Department of
15 Housing and Urban Development in Resolution No. 11,622, adopted on November 4,
16 2003, and
17 WHEREAS, American Dream Downpayment Initiative (ADDI) Program Funds
18 in the amount of $145,017 will be available to assist first time, low and moderate income
19 homebuyers in the purchase of a home in Little Rock, and
20 WHEREAS, the proposed amendment to add the ADDI Program Funds has
21 been reviewed and approved by the Consolidated Planning Committee and a public
22 hearing held, with a 30 -day comment period, giving the public an opportunity to
23 review and comment on the proposed amendment;
24 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
25 THE CITY OF LITTLE ROCK, ARKANSAS:

1 Section 1. The City Manager is authorized to submit the amendment to the 2004
2 Action Plan for the use of CDBG, HOME and ESG Entitlement Funds, to include ADDI
3 Program Funds, to the U.S. Department of Housing & Urban Development
4 Section 2. Severability. In the event any title, section, paragraph, item, sentence,
5 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
6 unconstitutional, such declaration or adjudication shall not affect the remaining
7 portions of the resolution which shall remain in full force and effect as if the portion so
8 declared or adjudged invalid or unconstitutional was not originally a part of the
9 resolution.
10 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that
11 are inconsistent with the provisions of this resolution, are hereby repealed to the extent
12 of such inconsistency.
