AN ORDINANCE AWARDING A CONTRACT FOR SOLID
WASTE DISPOSAL; WAIVING COMPETITIVE BIDDING;
APPROPRIATING FUNDS; AUTHORIZING PAYMENT;
AND FOR OTHER PURPOSES
WHEREAS, the City of Little Rock expects to close its present
landfill site October 1, 1976 and must secure an interim site for
solid waste disposal until the new proposed City landfill is ready
for operation; and
WHEREAS, Arkansas Waste Disposal company have advised that their
Brushy Island Landfill, located near the Rixey Exit on the Jacksonville
Freeway is able to accommodate the City's solid waste disposal; and
WHEREAS, the said Brushy Island Landfill is the only landfill in
the area where disposal is permitted by the Arkansas Pollution Control
and Ecology Department and for this reason competitive bidding for
landfill services should be waived.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. A contract is hereby awarded to Arkansas Waste Disposal
for disposal at their Brushy Island Landfill of the City's solid waste
at a contract price not to exceed forty (40�) cents per cubic yard.
Inasmuch as the said Brushy Island Landfill is the only landfill in
the area where disposal is permitted by the Arkansas Pollution Control
and Ecology Department, competitive bidding is hereby waived.
SECTION 2. The sum of $72,000.00 is hereby appropriated from
federal General Revenue Sharing funds into the account created pur-
suant to Ordinance #13,167 passed by the Board of Directors June 15,
1976 ( "Landfill Closing ") to defray the contract costs through June
30, 1977, the expected date for opening operations of the proposed
new City Landfill.
SECTION 3. The City Manager and Director of Finance are hereby
authorized and directed to issue the necessary warrants from time
to time as necessary for payment of the contract herein authorized.
SECTION 4. This Ordinance shall be in full force and effect from
and after its passage.
