AN ORDINANCE ESTABLISHING THE RATE OF TAXATION
OF PROPERTY FOR CITY PURPOSES FOR THE YEAR 1976
FOR VARIOUS FUNDS OF THE CITY OF LITTLE ROCK;
DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS.
SECTION 1. That the rate of taxation of real and personal property
in the City of Little Rock for certain City purposes for the year 1976
be and the same is hereby fixed and established and levied as follows:
For the general purposes in order to carry on the affairs of
the City Government under Section 4, Article 12 of and
Amendment 10 to the Constitution: of Arkansas of 1874, there
is hereby levied a tax of five mills (5).
For the purpose of paying bonds and interest as may be
required for the City of Little Rock, Arkansas General
Obligation Bonds approved at a special election held on
September 21, 1976, and trustee's and paying agent's fees
in connection therewith, a tax of three and seventy -five
hundredths (3.75) mills, which shall constitute a continuing
annual tax to be collected in 1977 and in each year thereafter
as long as necessary to pay the principal of, interest on and
trustee's and paying agent's fees in connection with these
Bonds. The tax herein levied shall be collected in lieu of
the three and seventy -five hundredths (3.75) mills tax hereto-
fore levied for the payment of the General Obligation Refunding
and Improvement Bonds of the City dated August 1, 1965, which
are being retired from the proceeds of the Bonds approved
September 21, 1976.
For the purpose of paying bonds and interest for the City of
Little Rock Airport Improvement Bonds, issued on February 1,
1968, a tax of one and twenty -five one hundredths (1.25) mills.
For the purpose of paying Policemen's Pensions in accordance
with the provisions of Amendment No. 31 to the Constitution of the
State of Arkansas adopted November 5, 1940, and Act 16 of the
Acts of the General Assembly of the State of Arkansas for the
year 1941, a tax of one (1) mill.
For the purpose of maintaining the City Library, in accordance
with the provisions of Amendment No. 30 to the Constitution
of the State of Arkansas, a tax of One (1) mill.
For the purpose of paying bonds and interest for the City
of Little Rock as may be required for General Obligations
Industrial Development Bonds, authorized under Amendment No. 49
to the Constitution of the State of Arkansas, and authorized
in an election held on May 12, 1964, a tax of one and eighty -five
one hundredths (1.85) mills.
For the purpose of paying Firemen's Pensions in accordance
with the provisions of Amendment No. 31 to the Constitution of
the State of Arkansas adopted November 5, 1940, and Act 16
of the Acts of the General Assembly of the State of Arkansas
for the year 1941, a tax of one (1) mill.

SECTION 2. The City Clerk is hereby directed to transmit a
certified copy of this Ordinance to the County Clerk of Pulaski County
to the end that the taxes herein recited may be extended on the tax
books of Pulaski County and collected with the other taxes for the year
1976.
SECTION 3. Inasmuch as the Quorum Court of Pulaski County,
Arkansas, convenes on the third Monday in November, 1976 for the
purpose of levying taxes; and whereas the City of Little Rock must
certify to said Quorum Court the rate of taxation for City purposes
before the date of convenement of said Quorum Court so as not to
endanger health, lives and property of the citizens of Little Rock;
now therefore, an emergency is hereby declared to exist and this
Ordinance being necessary for the preservation of Public peace, health
and safety shall be in full force and effect from and after its passage
and approval.
