AN ORDINANCE AMENDING ORDINANCE 12,649
TO DECLARE A MORATORIUM ON DEMOLITION
PERMITS WITHIN THE WORKING BOUNDARY
OF THE LITTLE ROCK HISTORIC DISTRICT,
ESTABLISHING THE WORKING BOUNDARIES
OF THE HISTORIC DISTRICT, PROVIDING
FOR A PUBLIC HEARING FOR THOSE AFFECTED
BY SAID MORATORIUM, DECLARING AN
EMERGENCY; AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
SECTION 1. Ordinance No. 12,649 adopting the Southern
Standard Building Code of the City of Little Rock, specifically
Section 105.1(a), is hereby amended to provide that no demolition
permits shall be issued to any owner, authorized agent, or contrac-
tor who desires to move or demolish any structure located within
the working boundaries of the Little Rock Historic District
Commission without approval by the Board of Directors.
SECTION 2. Any owner, authorized agent, or contractor
aggrieved by this moratorium may place his application for a
demolition permit on the regular agenda of the Board of Directors
of the City of Little Rock for the purpose of presenting his
application at public hearing upon which recommendation of the
planning staff, building code section and Historic District
Commission could be made, Upon said hearing, the Board shall
consider the issuance of said demolition permit recognizing
the needs of the individual property owner, authorized agent
or contractor as against the public interest in preserving the
status quo of the Historic District Commission area until such
time as the Historic District is finally established so as to
carry out the purpose and intent of the Historic District Ordinance.
SECTION 3. For the purpose of this ordinance, the area
of the Historic District shall be that area included within the
working boundary delineated by the Little Rock Historic District
Commission and shown on Exhibit "A" which is attached hereto and
made a part hereof as if fully set out herein word for word.

SECTION 4. The moratorium declared herein shall terminate
upon the final establishment of the Historic District or on
July 1, 1977, whichever shall first occur.
SECTION 5. Recognizing there being a public interest
in the preservation of many of the structures within the working
boundaries of the Little Rock Historic District Commission, an
emergency is hereby declared to exist and this ordinance shall be
in full force and effect from and after its passage.
