AN ORDINANCE APPOINTING WEBSTER HUBBELL
TO FILL A VACANCY IN THE OFFICE OF DIRECTOR
OF THE CITY OF LITTLE ROCK; AND FOR OTHER
PURPOSES.
WHEREAS, Billy M. "Mike" Castleman has resi ned his Position on the
Board of Directors of the City of Little Rock, t us creating a vacancy in
Position No. 6 of the Board; and
WHEREAS, it is the desire of the Board of Directors to appoint a
legally qualified person to fill said vacancy for the unexpired term thereof,
all in accordance with the laws of the State of Arkansas.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. Webster Hubbell is hereby appointed as a member of
the Board of Directors of the City of Little Rock, Arkansas for the unexpired
term of Billy M. "Mike" Castleman, which vacancy has been created by reason of
his resignation effective midntgbt September 19, 1978,
SECTION 2. The affairs of the City of Little Rock are such that it
necessarily requires the careful attention of a full membership to the Board
of Directors at all times and the vacancy created by the resignation of
Billy M. "Mike" Castleman creates an emergency detrimental to the public peace,
health and safety of the public generally; and, in order to alleviate said
condition, an emergency is declared to exist, and this Ordinance shall be in
full force and effect from and after its passage.
