ORDINANCE NO. 14,019
AN ORDINANCE AMENDING VARIOUS PROVISIONS
OF CHAPTER 12 OF THE CODE OF ORDINANCES OF
THE CITY OF LITTLE ROCK, ARKANSAS, SAID
CHAPTER DEALING WITH THE ELECTRICAL CODE
OF THE CITY.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS.
Section 1. The following sections and subsections of
Chapter 12 of the Code of Ordinances are amended as follows:
Section 12 -14, Subparagraph E, amend to read:
E. Air Conditioning Electricians
1. Supervising Air Conditioning Electrician:
a. A supervising air conditioning
electrician shall be defined to include
any individual who possesses the
necessary qualifications, training and
technical knowledge to plan, lay out and
supervise the installation, maintenance
and extension of electrical conductors
and equipment relating to heating and
air conditioning units provided that the
installation and wiring methods comply
with the following:
1. All electrical wiring authorized by
this section shall comply with all
provisions of the National
Electrical Code and the Little Rock
Electrical Code.
2. Circuits solely for the purpose of
supplying heating and air
conditioning units may be run from
the main service equipment or any
approved switch, switchboard, or
panelboard on the load side of the
service equipment, except as
otherwise restricted in this
chapter, if said equipment is of an
approved type, of sufficient
capacity, and has an available
space for installation of an
approved circuit breaker or fuse
within such enclosure. Taps for
switches or panelboards may be made
if approved open terminals or lugs
are available within the enclosure
where the tap is made.
3. The wiring permitted under this
section shall include the
installation of approved fuses or
circuit breakers in switchboads,
panelboards, or
switches where the circuit receives
its supply and the installation of
approved circuit conductors,
raceways, switches, panelboards,
overcurrent protection and /or
disconnecting means, or apparatus
for heating and air conditioning
equipment, and the connection of
said equipment.
b. He shall have had at least four (4)
years of experience working for a
licensed electrical contractor or a
licensed air conditioning electrical
contractor as definied in Section
12- 14(H), installing conductors and
equipment for the electrical system
relating to heating and air conditioning
equipment. This experience shall have
been within the past ten (10) years, or
C. He shall have a combination of training
and experience consisting of experience
with a licensed electrical contractor, a
licensed air conditioning electrical
contractor and training through an
approved electrical training program to
achieve a level of competency as may be
determined by the Board of Electrical
Examiners and Appeals.
d. Examination fee for a supervising air
conditioning electrician shall be
$20.00. Renewal fee for a supervising
air conditioning electrician shall be
$5.00.
2. Air Conditioning Electrician:
a. An air conditioning electrician shall be
defined to include any individual who
possesses the necessary qualification,
training and technical knowledge to
install, maintain and extend electrical
conductors and equipment relating to
heating and air conditioning units.

this section shall comply with all
provisions of the National
Electrical Code and the Little Rock
Electrical Code.
2. Circuits solely for the purpose of
supplying heating and air
conditioning units may be run from

otherwise restricted in this

conductors, raceways, switches,
panelboards, overcurrent protection
and /or disconnecting means, or
apparatus for heating and air
conditioning equipment, and the
connection of said equipment.
b. He shall have had at least two (2) years
of experience working for a licensed
electrical contractor or a licensed air
conditioning electrical contractor
installing conductors and equipment
relating to heating and air
conditioning. This experience shall
have been within the past eight (8)
years.
C. Examination fee for an air conditioning
electrician shall be $15.00. Renewal
fee for an air conditioning electrician
shall be $4.00.
3. Specialist Refrigeration Electrician:
a. Each individual holding a specialist
refrigeration electrician's license at
the time of adoption of this ordinance
shall have the option of retaining their
existing license or qualifying for a
supervising air conditioning electrician
or an air conditioning electrician's
license within a two year period from
the date of this ordinance by obtaining
additional training and successfully
passing a written examination as
determined by the Board of Electrical
Examiners and Appeals.
b. Any individual desiring an electrician's
license relating solely to the heating
and air conditioning field, after the
adoption of this ordinance shall meet
the minimum qualifications as specified
herein for a supervising air
conditioning electrician, an air
conditioning electrician, or an air
conditioning maintenance electrician as
described by this ordinance.

C. Renewal fee for those choosing to
maintain the specialist refrigeration
electrician's license shall be $3.00.
Such renewal shall comply with the
provisions of Section 12 -13 of this
ordinance.
4. Air Conditioning Maintenance Electrician:
a. Air conditioning maintenance electrician
shall be defined to include any
individual engaged in the business of
servicing, maintaining or repairing
electrical equipment in connection with
air conditioning provided they do not
make connection to electrical current
except for replacement of existing
units. Such connection shall be only to
existing circuit(s) that had supplied
the replaced unit(s) and such circuits
shall be approved for the installation.
All electrical work performed by the air
conditioning maintenance electrician
shall be restricted to the interior
wiring of the heating and air
conditioning equipment except for
replacement as listed above.
b. He shall have had at least two (2) years
of experience working for a licensed
elecrical contractor, a licensed air
conditioning electrical contractor, a
licensed specialist refrigeration
electrical contractor, or a licensed air
conditioning maintenance electrical
contractor in the maintenance and repair
of electrical equipment in connection
with heating and air conditioning. This
experience shall have been within the
past six (6) years.
C. Examination fee for an air conditioning
maintenance electrician shall be $15.00.
Renewal fee for an air conditioning
maintenance electrician shall be $4.00.
Section 12 -14, Subparagraph F, amend to read:
F. Apprentices
1. Apprentices shall be defined to include any
person working or serving to learn or to be
skilled in any branch of electrical business.
An apprentice cannot peform actual work of
installing, repairing, or maintaining
electrical wiring or equipment unless under
the direct supervision of a master,
journeyman, maintenance, a supervising air
conditioning electrician, an air conditioning
electrican, an air conditioning maintenance
electrician, a specialist refrigeration
electrician, or a specialist sign
electrician. There shall not be more than
one (1) apprentice under the supervision of
each licensed elctrician.

2. Additional apprentice training for
supervising air conditioning electricians,
air conditioning electricians, and air
conditioning maintenance electricians may
include electrical courses in air
conditioning electrical wiring methods such
as offered through an approved Vo -Tech
school.
The course shall consist of a minimum of 30
classroom hours.
Section 12 -14, Subparagraph H, amend to read:
H. Electrical Air Conditioning Contractors
1. Air Conditioning Electrical Contractors:
a. An electrical air conditioning
contractor shall be defined to include
any person, member and /or employee of a
firm, partnership or corporation engaged
in the business of installing, erecting,
repairing or contracting to install,
erect or repair electrical wiring and
equipment relating to heating and air
conditioning systems.
b. An air conditioning electrical
contractor shall be authorized to
install circuit breakers or fuses in
approved service equipment to supply
circuits for heating and air
conditioning equipment and may be
permitted to run such circuits from the
main service equipment or any approved
switch, switchboard, or panelboard on
the load side of the service equipment
if said equipment is of an approved
type, of sufficient capacity, and has an
available space for installation of an
approved circuit breaker or fuse within
such enclosure. Taps for switches or
panelboards may be made if approved open
terminals or lugs are available within
the enclosure where the tap is made.
C. The electrical work shall be done by a
master, journeyman, supervising air
conditioning or an air conditioning
electrician.
d. The air conditioning electrical
contractor shall be required to secure
all permits and inspections for all new
installations, unit replacement and
other work as covered by Section 12 -3 of
the Little Rock Electrical Code. The
supervising air conditioning electrician
shall secure permits prior to the
commencement of such work. The
electrical contractor or the air
conditioning electrical contractor
installing the heating or air
conditioning outlet (except for plug -in

type units) shall pay a permit fee as
covered by Section 12 -3 of the Little
Rock Electrical Code according to the
table for outlets and shall legibly
label the outlet giving the name and
address of the installing contractor.
The label shall be of sufficient
durability to withstand the environment
involved.
The air conditioning electrical
contractor installing the heating or air
conditioning unit shall pay a permit fee
as covered by Section 12 -3 of the Little
Rock Electrical Code according to the
table for motors and generators by
horsepower and shall legibly label the
unit, giving the name and address of the
installing contractor. The label shall
be of sufficient durability to withstand
the environment involved.
e. Any person, partnership, firm, or
corporation desiring to engage in the
business of an air conditioning
electrical contractor may apply for and
be issued a license upon satisying said
Board that he or it has either a master
electrician or a supervising air
conditioning electrician as its
superintendent or manager and shall pay
a license fee as provided in the
Privilege License Ordinance of the City
of Little Rock.
f. The authorization for electrical wiring
as listed above in Paragraph H(1) (A -B)
does not include the wiring of circuits
for window units. This work shall be
done by a licensed electrical
contractor.
g. On existing commercial buildings having
an electrical service of 200 amperes or
less, an air conditioning electrical
contractor shall be permitted to install
approved overcurrent devices in
switchboards and panelboards where
adequate space and load capacity exists.
Fusible switches rated at 100 amperes or
less and /or circuit breaker panels rated
at 200 amperes or less may be added to
an existing electrical service provided
that the service is adequate for the
load, that no overcurrent device used
shall exceed 100 amperes, and that
approved installation methods and
materials are used and electrical service is
200 amperes or less.
h. On all new construction, an electrical
contractor shall provide a final dis-
connect of sufficient capacity at an
approved location for the connection of
the heating and /or air conditioning
equipment.

2. Specialists Refrigeration Electrical
Contractor:
a. A specialists refrigeration electrical
contractor shall be defined to include
any person, firm, partnership or
corporation engaged in the business of
installing, repairing or maintaining
electrical equipment in connection with
refrigeration. They shall be able to
install new refrigeration units and to
repair and maintain such equipment
provided they do not make final
connection to electrical current unless
there is an approved outlet of
sufficient capacity available within
fifteen feet (151) of the equipment to
be connected. The electrical work shall
be done by master, journeyman,
supervising air conditioning, air
conditioning or specialist refrigeration
electrician.
b. Any person, partnership, firm, or
corporation desiring to engage in the
business of specialist electrical
refrigeration contractor may apply for
and be issued a license upon satisfying
said Board that he or it has either a
master electrician, a journeyman
electrician, a supervising air
conditioning electrician, an air
conditioning electrician, or a
specialist refrigeration electrician as
its superintendent or manager, and shall
pay a license fee as provided in the
Privilege License Ordinance of the City
of Little Rock.
3. Electrical Air Conditioning Maintenance
Contractor:
a. Electrical air conditioning maintenance
contractor shall be defined to include
any person, firm, partnership or
corporation engaged in the business of
repairing or maintaining electrical
equipment in connection with air
conditioning and related heating
systems. They shall be able to repair
and maintain interior wiring in such
equipment.
b. They shall not be entitled to make
electrical wiring installations in
connection with heating and air
conditioning equipment except for
reconnection to the existing circuit for
unit replacement and for plug -in type
units where the existing circuit is of
adequate capacity and meets all
applicable requirements of the Little
Rock Electrical Code and the adopted
edition of the National Electrical Code.

C. The electrical air conditioning
maintenance contractor shall be required
to secure all permits and call for
inspections for unit replacements as
required by Section 12 -3 of the Little
Rock Electrical Code. The air
conditioning maintenance electrician or
his authorized representative shall
secure permits prior to the commencement
of such work.
d. The electrical work shall be done by a
master, journeyman, supervising air
conditioning, air conditioning or
specialist refrigeration electrician.
e. Any person, partnership, firm or
corporation desiring to engage in the
business of electrical air conditioning
maintenance contractor may apply for and
be issued a license upon satisfying said
Board that he or it has either a master
electrician, a journeyman electrician, a
supervising air conditioning
electricaan, an air conditioning
electrician, a specialist refrigeration
electrician, or an air conditioning
maintenance electrician as its
superintendent or manager, and shall pay
a license fee as provided in the
Privilege License Ordinance of the City
of Little Rock.
Section 12 -22, Subparagraph (a), amend to read:
a.) The City of Little Rock, Arkansas will
recognize the licenses of master or
journeyman electricians, supervising air
conditioning electricians, air
conditioning electricians, and air
conditioning maintenance electricians
from other cities within the State of
Arkansas providing the following
criteria are met:
