AN ORDINANCE FILLING A VACANCY ON THE BOARD
OF IMPROVEMENT OF MABELVALE- ALEXANDER SEWER
IMPROVEMENT DISTRICT NO. 142 OF LITTLE ROCK,
ARKANSAS
WHEREAS, Ordiance No. 12,965 duly adopted and approved
September 17, 1974, named Mr. Raymond Brown as a Commissioner
of the Board of Improvement for Mabelvale - Alexander Sewer
Improvement District No. 142 of Little Rock, Arkansas (the
"District ") ; and
WHEREAS, five (5) property owners of the District have
petitioned to the Board of Directors of the City of Little
Rock, Arkansas, that the position of Commissioner held by
Mr. Raymond Brown is now vacant by reason of the fact that
Mr. Brown no longer owns property within the District and
have further petitioned that pursuant to Act 74 of the Acts
of Arkansas of 1941, as amended, that the Board of Directors
of the City of Little Rock fill this appointment on the Board
of Improvements of this District by the appointment of a new
Commissioner, who shall be a property owner within the District;
and
WHEREAS, Mr. Al Garms is an owner of real property within
the District and has consented to fill the vacancy existing
on the Board of Improvement and serve as the new Commissioner
on the Board of Improvement of this District; and
NOW, THEREFORE, be it ordained by the Board of Directors
of the City of Little Rock, Arkansas:
Section 1. There exists a vacancy on the Board of Improve-
ment of the District by reason of the fact that Mr. Raymond
Brown originally appointed is no longer a property owner within
the District, and pursuant to Act 74 of the Acts of Arkansas
of 1941 five (5) property owners within the District have

petitioned the Board of Directors of the City of Little Rock
for the appointment of a successor Commissioner to fill the
vacancy now existing on the Board of Improvement of the District.
Section 2. That Mr. Al Garms is an owner of real property
in said District and is hereby named a Commissioner and together
with Mr. Vail Paschal, Jr., and Mr. Luke Quinn, previously
appointed, shall compose the Board of Improvement for said
District.
Section 3. This Ordinance shall take effect and be in
force from and after its passage.
