AN ORDINANCE AUTHORIZING THE GRANTING
OF A FRANCHISE TO MR. THOMAS M. COYNE
TO USE A PORTION OF THE PUBLIC RIGHT -
OF -WAY AT 313 MAIN STREET FOR TWO
OPENINGS IN THE SIDEWALK; AND FOR OTHER
PURPOSES.
WHEREAS, a design has been proposed for the restoration
of 313 Main Street which would allow a proposed restaurant
in the basement of the building; and
WHEREAS, the Metrocentre Board of Commissioners has
recommended approval of the proposed design and authorization
of the franchise.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The grant of a franchise to Mr. Thomas M.
Coyne to use a portion of the public right -of -way at 313 Main
Street in the City of Little Rock for two openings in the side-
walk to provide access to a proposed basement restaurant is
hereby authorized subject to the conditions that the owner
of the property at 313 Main will maintain security around
the openings to insure the safety of the public at that
location and subject to the immediate termination of the
franchise and•autonatic reversion of the sidewalk public
right -of -way to the City upon demand by the City.
SECTION 2. This Ordinance shall be in full force and
effect from and after its passage and approval.
