Bids shall be accompanied by a certified check for V5,000, pa;•able to the City of Little Rock, to be its liquidated damages if the bidder fails to make his bid good. It is ascertained and hereby declared that the purchase of fire- fihting apparatus and the installation of a fire alarm system are essential to the preservation of the public safety; that the addition to the City General ,Hospital and the purchase of equipment for said Hospital are essential to the pub- lic health; and that the acquisition and improvement of a proper airport is essential to the public safety; and an emergency is therefore declared, and it is resolved that for the preservation of the public health and safety this resolution shall take effect and be in force immediately upon its passage.
