RESOLUTION 13,476
3 A RESOLUTION IN SUPPORT OF THE FRIENDS OF HAVEN OF REST
4 CEMETERY, INC., INITIATIVES TO COORDINATE MAINTENANCE
5 OF HAVEN OF REST CEMETERY; AND FOR OTHER PURPOSES.

7 WHEREAS, Haven of Rest Cemetery, a historic African - American cemetery located near the Uni-
8 versity Park neighborhood at Westpark and 12`h Streets in Little Rock, Arkansas, was accepted as a per -
9 petual care cemetery by the Arkansas Cemetery Board in 1955; and,
10 WHEREAS, the Arkansas Cemetery Board initiated court proceedings for appointment of a receiver
11 to operate and maintain Haven of Rest Cemetery more than ten (10) years ago; and,
12 WHEREAS, in spite of continuous complaints by families, friends and residents of the University
13 neighborhood and the community at large concerning the upkeep and maintenance of Haven of Rest
14 Cemetery, burials at Haven of Rest Cemetery have continued; and,
15 WHEREAS, the perpetual care fund for Haven of Rest Cemetery is not adequate for long -term
16 maintenance, and the several court- appointed receivers have been challenged with the task of stretching
17 limited resources to pay for routine maintenance, road repairs, and removal of trash, trees, grass clippings,
18 etc.; and,
19 WHEREAS, community volunteers, now known as the Friends of Haven of Rest Cemetery, Inc., in
20 cooperation with a broad cross - section of partners, have actually cleaned up Haven of Rest Cemetery
21 during the past three (3) years or so; and,
22 WHEREAS, the Friends of Haven of Rest Cemetery, Inc., has expressed an intention to acquire and
23 purchase Haven of Rest Cemetery because of its historical significance;
24 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK, ARKANSAS:
26 Section 1: The City of Little Rock desires to express its thanks and good will to Friends of Haven of
27 Rest Cemetery, Inc., and all other "Friends of Haven of Rest Cemetery, including citizens, private civic
28 organizations and private businesses who have donated their labor, financial support, leadership skills,
29 expert knowledge and loving devotion to Haven of Rest Cemetery.
