ORDINANCE NO. 20,550
AN CE TO AMEND CHAPTER " OF THE CODE OF
ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS, TO
PROVIDE FOR A DEFERRAL OF MASTER STREET PLAN
CONSTRUCTION REQUIREMENTS FOR WEST 49TH STREET; AND
FOR OTHER PURPOSES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1. That Chapter 30 of the Code of Ordinances be amended to provide for a deferral of
certain requirements within the Master Street Plan until the adjacent property along West 491h Street is
developed for Reach Out and Touch Christian Church — Conditional Use Permit located at the southwest
corner of Mabelvale Pike and West 491h Street.
Subsection a. Chapter 30 Article VI requiring developers to construct roadway
improvements to the requirements of the Master Street Plan will be deferred for a period of five
(5) years, until construction of the Phase III sanctuary, until the development takes access from
West 491h Street or until adjacent property on West 491h Street is developed whichever occurs
first. The specific deferral is for improving West 491h Street as part of Reach Out and Touch
Christian Church — Conditional Use Permit along the frontage of the property located at the
southwest corner of Mabelvale Pike and West 491h Street to commercial street standards including
widening of 15.5 feet from centerline, curb, gutter, sidewalk, access ramps, and street lights.
Subsection b. On West 49th Street, a thirty (30) -foot right -of -way dedication from centerline
along the frontage of the property located at the southwest corner of Mabelvale Pike and West
491h Street will be required prior to issuance of the certificate of occupancy.
Subsection c. The five (5) -year deferral period will begin at the date of the issuance of the
first building permit for the development.
Section 2. This ordinance shall take effect thirty (30) days from and after its passage.
