HomeMy WebLinkAbout13442I RESOLUTION NO. 13,442 2 3 A RESOLUTION TO IDENTIFY 2012 EXPENDITURES IN VARIOUS 4 WARDS FOR CAPITAL PROJECTS FUNDED FROM THE 5 PROCEEDS OF THE 3/8 -CENT CAPITAL SALES AND 6 COMPENSATING USE TAX; AND FOR OTHER PURPOSES. 7 8 WHEREAS, the electors recently approved an increase in the City Sales and Compensating Use Tax 9 in order to accomplish the list of public purposes set forth in Little Rock, Ark., Resolution No. 13,343 10 (July 11, 2011); and 11 WHEREAS, proceeds from the 3/8 -cent tax for capital projects will begin to accumulate in 2012 and 12 should be directed towards pressing problems in the various wards; and, 13 WHEREAS, it is appropriate to identify at least the initial projects to be funded during this first year 14 of the collection of tax proceeds; 15 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 16 OF LITTLE ROCK, ARKANSAS: 17 Section 1. The Board of Directors intends to accomplish the following projects in Ward 1 at a cost 18 of approximately $590,000 with 2012 proceeds from the 3/8 -cent capital improvement Sales and 19 Compensating Use Tax: 20 (a) Street Resurfacing $370,000 21 (i) 12`h Street from Woodrow Street to Allis Street 22 (ii) 3`d Street from Viaduct west of Bishop Street to Chester Street 23 (iii) 17`h Street from Broadway Street to Chester Street 24 (iv) Chester Street from LaHarpe Boulevard to Interstate 630 25 (b) Drainage $220,000 26 (i) 13`h & Gaines Streets 27 (ii) Allis Street 28 (iii) Wright Avenue 29 Section 2. The Board of Directors intends to accomplish the following projects in Ward 2 at a cost 30 of approximately $555,000 with 2012 proceeds from the 3/8 -cent capital improvement Sales and 31 Compensating Use Tax: 32 (a) Street Resurfacing $425,000 33 (i) Geyer Springs Road from South Interstate 30 to Baseline Road 34 (ii) East half of South University Avenue from Asher Avenue to West 19`h Street 35 (b) Drainage $130,000 [PAGE 1 OF 6] I (i) Windamere Street 2 (ii) Walpole Street 3 Section 3. The Board of Directors intends to accomplish the following projects in Ward 3 at a cost 4 of approximately $505,000, with 2012 proceeds from the 3/8 -cent capital improvement Sales and 5 Compensating Use Tax: 6 (a) Street Resurfacing $305,000 7 (i) "H" Street from University Avenue to Hughes Street 8 (ii) Pine Street from Interstate 630 to Capitol Avenue 9 (iii) West Markham Street from University Avenue to Mississippi Avenue 10 (b) Drainage $200,000 11 (i) Beechwood channel 12 Section 4. The Board of Directors intends to accomplish the following projects in Ward 4 at a cost 13 of approximately $510,000 with 2012 proceeds from the 3/8 -cent capital improvement Sales and 14 Compensating Use Tax: 15 (a) Street resurfacing $360,000 16 (i) Hinson Road from Rodney Parham Road to Napa Valley Road 17 (ii) Rodney Parham Road from Treasure Hill Road to Nob Hill Cove 18 (b) Drainage $150,000 19 (i) Summerdale Lane 20 (ii) Hinson Road at Carmel Drive 21 Section 5. The Board of Directors intends to accomplish the following projects in Ward 5 at a cost 22 of approximately $515,000 with 2012 proceeds from the 3/8 -cent capital improvement Sales and 23 Compensating Use Tax: 24 (a) Street resurfacing $405,000 25 (i) Napa Valley Road from 440' North of Mara Lynn Road to 360' South of St. Charles 26 Boulevard 27 (ii) Chenal Parkway from Margeaux Drive to West of Chenal Valley Drive 28 (iii) Chenal Parkway from Chenal Club Boulevard to Rahling Road 29 (b) Drainage $110,000 30 (i) Westchester Berm 31 (ii) Chevaux Court 32 Section 6. The Board of Directors intends to accomplish the following projects in Ward 6 at a cost 33 of approximately $530,000 with 2012 proceeds from the 3/8 -cent capital improvement Sales and 34 Compensating Use Tax: 35 (a) Street Resurfacing $405,000 [PAGE 2 OF 6] I (i) South Shackleford Road from Kanis Road to 180' South of Executive Center Drive 2 (ii) University Avenue from Asher Avenue to Boyle Park Road 3 (iii) Marlyn Drive from Kanis Road to Romine Road 4 (b) Drainage $125,000 5 (i) Sunnymeade Drive 6 (ii) 44`h & Potter Streets 7 Section 7. The Board of Directors intends to accomplish the following projects in Ward 7 at a cost 8 of approximately $520,000 with 2012 proceeds from the 3/8 -cent capital improvement Sales and 9 Compensating Use Tax: 10 (a) Street Resurfacing $420,000 11 (i) Vimy Ridge Road from Interstate 30 south to the City Limits 12 (ii) Otter Creek Parkway from Stagecoach Road to Quail Run Drive 13 (iii) Sardis Road from Alexander Road south to the City Limits 14 (iv) Mablevale Pike from Mablevale Main to Interstate 30 15 (b) Drainage $100,000 16 (i) Chicot Road at Bunch Road 17 (ii) Angel Court 18 Section S. The details of the projects to be funded are set out in more detail on Exhibit A to this 19 resolution. 20 Section 9. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 21 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 22 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 23 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 24 resolution. 25 Section 10. Repealer. Carpenter, City torney [PAGE 3 OF 6] Recommended Drainage Projects by Ward Ward 1 13"' and Gaines Streets: Project is located adjacent to the Philander Smith College campus and includes the replacement and extension of an existing undersized clay pipe that discharges stormwater into the gutter of the street where it flows overland to another system a block north. This drainage issue is contributing to flooding issues on the college campus. The project would replace the undersized pipe and extend the system to connect to the system downstream keeping the water collected underground. 1000 Allis Street: The street and yards in the vicinity of 1000 Allis Street regularly flood during rain events due to a lack of drainage conveyance in the area. The project will install 580 feet of eighteen (18) and twenty -four (24) -inch diameter drainage pipe with catch basins to drain Allis Street to the west to a major storm drainage system. To facilitate construction, the project includes the acquisition of new drainage easements across private property from Allis to Brown Street. Wright Avenue: The existing drainage pipe between State and Gaines Streets is undersized and has multiple failures along its length. Replacement of the pipe is necessary to oliminate a continuing maintenance issue and flooding concern from the failed pipe system. Ward 2 Wlndamere Drive: The street and yards in the vicinity of Windamere Drive regularly flood leaving standing water in a large area. There is a history of complaints from residents along this street and the surrounding streets about standing water, swampy ground, and mosquitoes. The project will provide improvements to the open channel ditches downstream from the street along with improvements to the existing drains on the street to properly drain the street and surrounding yards. Walpole Drive: The street and yards in the vicinity of the 8500 Block of Walpole Drive regularly floods and leaves standing water in a large area. There is a history of complaints from residents along Walpole Drive and Chaucer Streets about the standing water, swampy ground, and mosquitoes. The project will install 370 feet of fifteen (15) -inch diameter storm sewer pipe in the right -of -way of Walpole Drive to properly drain the street and surrounding yards. 444M..m.I M I?esPI i9:H- erni:m vm"iRdtaia3pr tije�tt EXHIBIT A -2 [PAGE 4 OF 61 Ward 3 Beachwood Channel: The failure of a concrete box culvert at 2000 Beechwood led to area flooding and the damage of the residential building at the location. The project includes the removal of the remaining damaged ;lox culvert, the re- grading of the property to create a concrete open channel to convey the runoff entering to the site to the downstream drainage system. Ward 4 Surnmerdalc Lane: At the end of Summerdale Lane, the current open ditch along the south side of the road directs water across the street surface to the larger channel on the north side of the road. This causes damage to the pavement surface leading to continued request for repair. The proposed repair would include the construction of a new inlet to collect the water from the ditch and a new pipe under the road to convey the runoff to the larger channel. Hinson Road: At the intersection of Hinson Road and Carmel Drive, the existing corrugated metal pipes under Hinson Road have deteriorated and collapsed requiring the closing of lanes on Hinson Road to vehicular traffic. The project will replace the collapsed metal culverts with new concrete pipes. Ward 5 Westchester Berm: Recurring flooding in the Westchester Subdivision has occurred due to stormwater runoff from upstream. The project will construct a berm and grade the area upstream of the subdivision to direct runoff to the highway system along Arkansas Highway 10. The proposed work has been approved by the Arkansas Highway and Transportation Department and their system is adequate to handle the increased flow,. Chevaux Court: Flooding of residential homes occurs in two (2) different areas of this subdivision. The project consists of constructing drainage overflow pathways to provide a way for flows in excess of those underground systems capacity to exit the subdivision without causing damage to homes and to prevent ponding in yards. Ward 6 Sunnymeade Drive: Continuous drainage issues occur along both sides of Sunnymeade Drive from the intersection with Carpenter Drive to the south end of the street. The project would include reworking drainage paths and installing new inlets and pipes to convey the runoff to the existing drainage channel, Batt/Wtlon to let Z012(apw JIB mot laxdtreet L &alaa` PV*Ctl EXltf 13ri- A -z [PAGE 5 OF 61 44th & Potter Streets: The intersection of 44!h and Potter Streets has open ditches with some of these filled in with pipes and backffl. The culverts currently in place are substandard and undersized creasing a flooding issue at the properties located at the intersection. The project will include the removal of the undersized pipes and replacing them with larger ones. This will alleviate the flooding currently occurring. Ward 7 Chicot Road: Close to the intersection of Chicot and Bunch Roads, the existing pipes under Chicot Road have separated creating sinkholes. The project will replace the culverts with new concrete pipes eliminating future lane repair and closure and pipe repair at this location, Angell Court: Ofisite drainage entering the Angel Court Subdivision cannot adequately enter the storm drain system in place leading to the ponding of water in yards. The project will extend the existing system to the area of flooding and provide an improved point of collection to convey the runoff into the system.
