3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH LANDERS AUTO GROUP, AS THE
6 SOLE SOURCE PROVIDER, FOR THE PURCHASE OF TWO (2) CNG
7 POWERED CHEVROLET VANS FOR USE BY THE PUBLIC WORKS
8 DEPARTMENT, IN THE AMOUNT OF SEVENTY -THREE THOUSAND,
9 EIGHT HUNDRED SEVENTY -SIX DOLLARS ($73,876.00); AND FOR
10 OTHER PURPOSES.

12 WHEREAS, the Public Works Department is in need of two (2) CNG Powered Chevrolet Vans to
13 replace older, high - mileage vehicles with high maintenance expenses; and
14 WHEREAS, due to a time restriction with a grant application process, the Fleet Services Department
15 seeks authorization of this purchase, with competitive bidding to be waived, and the contract awarded to
16 Landers Auto Group, for the amount of Seventy-Three Thousand, Eight Hundred Seventy-Six Dollars
17 ($73,876.00);
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK, ARKANSAS:
20 Section 1. The Board of Directors finds that, for the reasons expressed above, competitive bidding
21 should be dispensed with in the purchase of the two (2) CNG Powered Chevrolet Vans.
22 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
23 into a contract with Landers Auto Group, for the purchase of two (2) CNG Powered Chevrolet Vans, in
24 the amount of Seventy-Three Thousand, Eight Hundred Seventy-Six Dollars ($73,876.00).
25 Section 3. Funding for this purchase are allocated in vehicle replacement accounts of Public
26 Works, Fleet Services and Grant Funds made available through the State Energy Office.
27 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
28 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such

29 declaration or adjudication shall not affect the remaining portions of the ordindgceAich slid
30 remain in full force and effect as if the portion so declared or adjudged` invalid
31 unconstitutional were not originally a part of the ordinance.
32 Section 5. Repealer. All ordinances and resolutions, and parts thereof, whisk acre a conflict wih
33 any provision of this ordinance are hereby repealed to the extent of such conflict.►fr
