3 AN ORDINANCE TO DISPENSE WITH COMPETITIVE BIDDING AND
4 TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A SOLE
5 SOURCE MASTER SERVICE AGREEMENT WITH LAWSON
6 SOFTWARE AMERICAS, INC., FOR THE PURCHASE OF LICENSES
7 AND MAINTENANCE OF THE LAWSON BUDGETING AND
8 PLANNING SOFTWARE MODULE; AND FOR OTHER PURPOSES.

10 WHEREAS, the City's accounting and human resources software was purchased in 2006 from
11 Lawson Software Americas, Inc. ( "Lawson "); and,
12 WHEREAS, the Lawson Budgeting and Planning module did not meet the City's needs at that time,
13 and WHEREAS, Lawson has since updated their Budgeting and Planning module to include the step and
14 grade functionality that the City requires in a budgeting software; and,
15 WHEREAS, the Lawson Budgeting and Planning module will be integrated with the other Lawson
16 modules that the City currently owns and will be able to extract the needed information to complete the
17 budget process effectively and efficiently; and,
18 WHEREAS, the City Board of Directors desires to enter into a sole source five (5) -year master
19 service agreement with Lawson for Lawson to provide the City with the needed licenses and maintenance
20 for the Lawson Budgeting and Planning Software module;
21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK, ARKANSAS:
23 Section 1. Because the Lawson Budgeting and Planning module will be integrated with the other
24 Lawson modules that the City currently owns and will be able to extract the needed information to
25 complete the City's budget process effectively and efficiently, it is not feasible and impractical to
26 competitively bid in this instance.
27 Section 2. The City Manager is authorized to dispense with competitive bidding and enter into a
28 sole source five (5) -year master service agreement with Lawson, in the amounts of $33,900.00 for
29 licenses and an amount not to exceed $8,300.00 for maintenance, for the purchase of licenses and
30 maintenance of the Lawson Budgeting and Planning software module.
31 Section 3. Funds for the Lawson Budget and Planning module licenses of $33,900.00 and
32 maintenance of $8,300.00 have been appropriated and are available in the Information Technology
33 Department's Software Recurring Maintenance Account No. 103001- 61350.

Section 4. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions of this ordinance
which shall remain in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional were not originally a part of this ordinance.
