3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REV. CODE § 22-
4 87 (1988) TO ADD TWO (2) MEMBERS TO THE LITTLE ROCK ARTS
5 AND CULTURE COMMISSION; TO DECLARE AN EMERGENCY;
6 AND FOR OTHER PURPOSES.

8 WHEREAS, the City created an Arts and Humanities Promotion Commission in 1986, later named
9 the Arts and Culture Commission, with the mission to establish, promote and encourage the appreciation
10 and enhancement of the arts and cultural resources of the City; and,
11 WHEREAS, the work of this important Commission can be more effectively performed with the ad-
12 dition to two (2) more members from the who represent cultural institutions; and,
13 WHEREAS, such an amendment is consistent with the purposes of Little Rock., Ark., Ordinance No.
14 15,194 (October 21, 1986) ) ( "LRO "), LRO No. 16,603 (June 4, 1991), LRO No. 18,107 (October 5,
15 1999), and LRO No. 18,601 (November 20, 2001),
16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK, ARKANSAS:
18 Section 1. Little Rock, Ark., Rev. Code § 22 -87 (1988) is hereby amended to read as fol

The said Commission shall consist of thirteen (13) members who shall be quali-
20
fied electors of the City. The Commission members shall be appointed by the
21
Mayor and confirmed by a majority of the members of the Board of Directors.

The term of appointment shall be for three (3) years, or until a successor is ap-
23
pointed and qualified. Five (5) members of the Commission shall be representa-
24
tives of cultural institutions located within the City.
25 Section 2. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
26 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconsti-
27 tutional, such declaration or adjudication shall not affect the remaining provisions of this ordinance, as if
28 such invalid or unconstitutional provision were not originally a part of this ordinance.
29 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this or-
30 dinance are hereby repealed to the extent of such inconsistency.
31 Section 4. Emergency Clause. The ability properly to promote artistic and cultural elements of the
32 City is essential to protect the public health, safety and welfare, and the need for a fully involved commis-
