HomeMy WebLinkAbout13339I RESOLUTION NO. 13,339 2 3 A RESOLUTION AUTHORIZING THE EXECUTION OF A THREE -(3)- 4 YEAR EXTENSION OF THE INTERLOCAL AGREEMENT BETWEEN 5 THE CITY OF LITTLE ROCK, AKANSAS, AND THE CITY OF CABOT, 6 ARKANSAS, GRANTING THE LITTLE ROCK AMBULANCE 7 AUTHORITY ( "LRAA ") D/B /A METROPOLITAN EMERGENCY 8 MEDICAL SERVICES ( "MEMS ") AN EXCLUSIVE FRANCHISE TO 9 PROVIDE AMBULANCE SERVICES TO THE CITY OF CABOT, 10 ARKANSAS; AND FOR OTHER PURPOSES. 11 12 WHEREAS, the Little Rock Ambulance Authority d/b /a Metropolitan Emergency Medical Services 13 ( "MEMS ") was awarded an exclusive franchise to provide ambulance services to the City of Cabot in 14 2005, and 15 WHEREAS, the Cities of Little Rock and Cabot wish to enter into an extension of the 2008 16 interlocal agreement to provide said ambulance service, and 17 WHEREAS, this Board believes that it is beneficial to have MEMS continue to provide ambulance 18 services to the City of Cabot and thereby promote the health and welfare of the citizens of Little Rock and 19 Cabot, and 20 WHEREAS, the delivery of ambulance services (emergency and non - emergency) to Cabot will 21 enhance MEMS' financial soundness and increase its ability to deliver high - quality emergency medical 22 services to all citizens. 23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK, ARKANSAS: 25 Section 1. The Board hereby authorizes the Mayor to enter into a three (3) -year extension of the 26 interlocal agreement with the City of Cabot, Arkansas, granting MEMS an exclusive franchise to provide 27 ambulance services (emergency and non - emergency) to the City of Cabot. 28 Section 2. For purposes of this resolution, the term "ambulance services" shall include the 29 transportation and care provided the critically ill or injured prior to arrival at a medical facility and within 30 a medical facility subject to the individual approval of the medical staff and governing board of that 31 facility, and further the transport to or from medical facilities including but not limited to hospitals, 32 nursing homes, physician's offices, and other health care facilities, of persons who are infirm or injured [PAGE 1 of 2] 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 and who are transported in a reclining position or who are ill but considered to be non - emergency in status and who request ambulance transportation. Section 3. Severability. In the event any portion of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of this resolution. Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any provision of this resolution are hereby repealed to the extent of such conflict.
