RESOLUTION NO. 13,310
3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO AWARD
4 A CONTRACT TO HEIPLE WIDEDOWER ARCHITECTS TO PER -
5 FORM PERIODIC ARCHITECTURAL OR ENGINEERING WORK FOR
6 THE CITY; TO PRESCRIBE THE EXTENT OF AUTHORITY THAT
7 CITY BEAUTIFUL COMMISSION MEMBER WILLIAM WIEDOWER
8 HAS TO PARTICIPATE IN THIS CONTRACT; AND FOR OTHER PUR-
9 POSES.

11 WHEREAS, the City periodically has a need for small architectural or engineering services but the
12 projects are such that a formal competitive selection process is not appropriate; and,
13 WHEREAS, a formal Request for Qualifications issued by the City elicited four (4) responses
14 which were evaluated by a committee selected by the City Manager; and,
15 WHEREAS, the evaluation committee recommended that the firm Heiple Wiedower receive the
16 contract, and negotiated a contract that permits two (2) additional one (1) -year extensions that are mu-
17 tually agreeable to the parties; and,
18 WHEREAS, William Wiedower, a principal of the firm, currently serves as a member of the City
19 Beautiful Commission;
20 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK, ARKANSAS:
22 Section 1. The City Manager is authorized to enter into an agreement with Heiple Wiedower ( "the
23 firm ") for periodic architectural or engineering work that the City might need, with the further authority
24 to enter into an additional two (2) extensions of one (1) -year each if mutually agreed upon by the City and
25 the firm.
26 Section 2. (a) The Board of Directors expressly recognizes that William Wiedower, a principal of
27 the firm, serves on the City Beautiful Commission, and proscribes the extent of his
28 ability to contract with the City to be any periodic work asked of the firm;
29 (b) This action is consistent with the Little Rock, Ark., Ordinance No. 20,404 (February
30 15, 2011), which authorized Mr. Wiedower to contract with the City for these kinds
31 of services.
32 Section 3. Funds for this agreement will come from various departmental budgets as needed by
33 the City.

Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
resolution.
Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
