3 A RESOLUTION TO MAKE APPOINTMENTS AND REAPPOINTMENTS TO
4 THE CITY OF LITTLE ROCK RIVER MARKET DESIGN REVIEW
5 COMMITTEE; AND FOR OTHER PURPOSES.

7 WHEREAS, the City created the River Market Design Review Committee as set forth in Little
8 Rock., AR., Rev. Code Section 36 -367 (1988);
9 WHEREAS, the area residents and business owners, the River Market Ordinance Review
10 Committee, the River Market Design Review Committee, the City of Little Rock Planning Commission,
11 the Mayor and the City Board of Directors have all reviewed the ordinance and proposed changes as it
12 regards the committee members, and;
13 WHEREAS, it is desired that committee members terms overlap for continuity on the committee;
14 WHEREAS, it is desired that committee members terms expire on the same month and day each
15 year;
16 WHEREAS, it is desired that existing committee members be utilized in newly created positions for
17 their experience on and dedication to the committee;
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK, ARKANSAS.
20 Section 1. The City appoints Frank Porbeck, Engineer, as the second Design Professional position
21 that replaced the third Property Owner position with said term ending on August 6, 2011. His current
22 second term expires on August 6, 2011.
23 Section 2. The City appoints Jim Rice as the representative of the Downtown Partnership that
24 replaced the representative of the entity hired by the City to manage the River Market position with said
25 term ending on August 6, 2013. He is currently appointed until August 6, 2013.
26 Section 3. The City reappoints Terry Burruss to serve a second three (3) -year term as a Design
27 Professional on the commission said term expiring on August 6, 2013.
28 Section 4. Severability. In the event any portion of this ordinance is declared or adjudged to be
29 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
30 ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
31 unconstitutional were not originally a part of this ordinance.
32 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
33 any provision of this ordinance are hereby repealed to the extent of such conflict.
