3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH WATERSHED CONSERVATION
5 RESOURCE CENTER TO RESTORE COLEMAN CREEK; AND FOR
6 OTHER PURPOSES.

8 WHEREAS, Coleman Creek has been identified as a center piece for complimentary
9 improvements in the master plan for War Memorial Park, and
10 WHEREAS, Coleman Creek currently is composed of a series of weirs that have
11 deteriorated and caused loss of stream bank, and
12 WHEREAS, careful restoration will allow for easier visitor access, stabilized stream and
13 minimal flooding impact to surrounding land uses, and
14 WHEREAS, during the Request for Qualifications review process it was determined by the
15 consultant selection committee that Watershed Conservation Resource Center was most qualified
16 to provide the services required to restore Coleman Creek, and
17 WHEREAS, funding for the restoration project has been made available through the
18 refinancing of park bonds.
19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
20 THE CITY OF LITTLE ROCK, ARKANSAS:
21 Section 1. The Board of Directors hereby authorizes the City Manager to enter into contract
22 negotiations with Watershed Conservation Resource Center for the restoration of Coleman
23 Creek, and to sign the contract that is successfully negotiated. In the event a contract cannot be
24 agreed upon by the City and Watershed Conservation Resource Center, negotiations with the
25 other firms that responded will follow according to their rankings by the consultant selection
26 committee.
27 Section 2. Funding for this project will be through refinancing of park bonds.
28 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
29 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
30 declaration or adjudication shall not affect the remaining portions of the resolution which shall

remain in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional was not originally a part of the resolution.
Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
inconsistency.
