3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO
4 THREE CONSORTIUM FUNDING AGREEMENTS WITH THE LITTLE ROCK
5 HOUSING AUTHORITY, BETTER COMMUNITY DEVELOPERS, AND
6 HABITAT FOR HUMANITY, AS REQUIRED BY THE UNITED STATES
7 DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, IN AN
8 AMOUNT NOT TO EXCEED $8,602,359 IN FURTHERANCE OF THE
9 CONSORTIUM'S RECEIPT OF AN AWARD OF NEIGHBORHOOD
10 STABILIZATION PROGRAM 2 GRANT FUNDS; AND FOR OTHER
11 PURPOSES.

13 WHEREAS, A Little Rock Livable Neighborhoods Consortium was created with the City of Little
14 Rock as lead agency and the Little Rock Housing Authority, Better Community Developers and Habitat
15 for Humanity as partners; and
16 WHEREAS, the Consortium applied for Neighborhood Stabilization 2 ( "NSP2 ") Grant Funds on
17 July 15,2009 in the amount of $22,457,261; and
18 WHEREAS, the Consortium was recently notified that it was awarded $8,602,359 in Grant Funds
19 which now must be distributed pursuant to a NSP2 Consortium Funding Agreement with each partner in a
20 lesser amount than the original application; and
21 WHEREAS, the finds must be expended no later than three years from when HUD signed the grant
22 agreement with the Lead Member, which is February 11, 2010; and
23 WHEREAS, the deadline when the three signed agreements are due to the U.S. Department of
24 Housing and Urban Development is April 10, 2010.
25 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK, ARKANSAS:
27 Section 1. The City Manager is hereby authorized to enter into three Consortium Funding
28 Agreements with partners Little Rock Housing Authority, Better Community Developers, and Habitat
29 for Humanity for the expenditure of an NSP2 grant fund award of $8,602,359, in substantially the form
30 attached to this resolution, and submit them to the U.S. Department of Housing and Urban Development
31 by the deadline of April 10, 2010.
32 Section 2. Funding for the Consortium Agreements is available from Accounting Unit # 270359.
33 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
34 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
resolution.
Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
Section 5. This resolution will be in full force and effect from and after the date of its adoption.
