RESOLUTION NO. 13,056
A RESOLUTION TO AUTHORIZE THE AWARD OF A
CONSTRUCTION CONTRACT TO RUFFIN CONSTRUCTION
COMPANY INC., FOR THE 9TH STREET EXTENSION PROJECT; AND
FOR OTHER PURPOSES.
WHEREAS, it is desirable to have a four lane arterial street linking the I -30 corridor to the
area north of the Little Rock National Airport to provide for the transportation and economic
development needs of the area and the extension of 9th Street from Bond Street to the east and
northeast to connect with 6th Street is the most cost effective means to provide the needed arterial
connection, and
WHEREAS, Bids were solicited for the Bankhead Dr. Culvert Replacement project, Bid
No.09 -246, and
WHEREAS, Ruffin Construction Company, Inc. submitted the lowest responsive,
responsible bid that met specifications.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. Upon concurrence of the Economic Development Administration, the Cit�
Manager is hereby authorized to execute a contract with Ruffin Construction Company, Inc. for
construction of the 9th Street Extension project.
Section 2. Funding for the contract Funding for the project is available from grants from the
Department of Commerce Economic Development Administration, the Arkansas Department of
Economic Development and funds returned to the City by the Little Rock National Airport
Commission. Amount authorized for construction: $1,565,667.40 ($1,423,334.00 plus 10%
contingencies).
Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the resolution which shall
remain in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional were not originally a part of the resolution.

Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
inconsistency.
Section 5. This resolution will be in full force and effect from and after the date of its
adoption.
