PULASKI COUNTY CIRCUITICOUNTY CLERK ORDINANCE NO. 20,307 Fees $20.00 ESTABLISH A PLANNED COMMERCIAL DISTRICT TITLED 3612 BASELINE ROAD SHORT -FORM PCD (Z- 8569), LOCATED AT 3612 BASELINE ROAD, LITTLE ROCK, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. That the zoning classification of the following described property be changed from R -2, 12 Single- Family to PCD 13 Part of the SE '/4 SW '/4 of Section 32, T -1 -N, R -12 -W, Little Rock, Pulaski County, 14 Arkansas, more particularly described as follows: Commencing at the Southeast corner of 15 said SE 1/4 SW '/4, Section 32; Thence N00 °00'00 "E, 397.50 feet; thence N75 °36'12 "W, 16 28.0 feet to a point of the west right -of -way line of Scott Hamilton Drive and the point of 17 beginning; thence S00 °20' 18 "E along the west right -of -way line of Scott Hamilton Drive, 18 132.60 feet; thence southerly continuing along said west right -of -way line being the arc 19 of a 1,120.92 -foot radius curve to the right, a chord bearing and distance of 20 SO4 °00'04 "W, 154.69 feet to a found Arkansas Highway and Transportation Department 21 (AHTD) right -of -way marker on the north right -of -way line of Baseline Road; thence 22 S27 °15'49 "W along said north right -of -way line 55.65 feet to a found AHTD right -of- 23 way marker; thence N88 °47'12 "W along said north right -of -way line, 103.87 feet to a 24 found iron pin; thence N00 036'32 "E, 365.99 feet; thence S90 °00'00 "W, 72.80 feet to a 25 found concrete monument; thence N00 °00'00 "W, 123..50 feet to a found concrete 26 monument; thence S75 °12'00 "E, 216.50 feet to the point of beginning containing 1.2725 27 acres more or less. 28 Section 2. That the approval of 3612 Baseline Road Short-Form PCD (Z- 8569), located at 3612 29 Baseline Road is subject to compliance with the following additional conditions: 30 • That the preliminary site development plan /plat be approved as submitted, 31 including all staff comments and conditions as outlined in the Planning 32 Commission Agenda Staff Report in paragraphs D, E, F and including any 33 conditions indicated in the staff analysis in paragraph H and subject to additional [Page 1 of 21 1 conditions imposed at the Planning Commission Public Hearing as amended by 2 the applicant. 3 • The approved uses for the site are a coin laundry and private appliance repair 4 shop for the applicant. Also C -3 uses with the exception of Beverage shop; Bar, 5 tavern or lounge; Event center; Private club with dining or bar service; and 6 Sexually oriented business of any kind. 7 • All uses are to remain within the enclosed building. 8 • The landscape improvements are to be installed within one year or in conjunction 9 with the AHTD Scott Hamilton Improvement Project. 10 Section 3. That the preliminary site development plan/plat be approved as recommended by the 11 Little Rock Planning Commission. 12 Section 4. That the change in zoning classification contemplated for 3612 Baseline Road Short- 13 Form PCD (Z- 8569), located at 3612 Baseline Road, is conditioned upon obtaining a final plan approval 14 within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of Ordinances. 15 Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little 16 Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects 17 necessary to affect and designate the change provided for in Section 1 hereof. 18 Section 6. That this Ordinance shall not take effect and be in full force until the final approval of the 19 plan. 20 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 21 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 22 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 23 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 24 ordinance. 25 Section 8. Repealer.
