4 DEVELOPMENT AND ESTABLISH A PLANNED RESIDENTIAL
5 DISTRICT TITLED THE VILLAS AT CHENAL LONG -FORM PD -R (Z-
6 6532 -F), LOCATED ON THE NORTHEAST CORNER OF CHENAL
7 HEIGHTS DRIVE AND CHENAL VALLEY DRIVE, LITTLE ROCK,
8 ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF THE
9 CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES.

11 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
12 THE CITY OF LITTLE ROCK, ARKANSAS:
13 Section 1. That the zoning classification of the following described property be changed from PD -R
14 to Revised PD -R:
15 (Unrecorded) Lot 8 Chenal Heights - Part of the S '/2 of Section 25, T -2 -N, R -14 -W,
16 Little Rock, Pulaski County, Arkansas, more particularly described as follows:
17 Commencing at the southwest corner of Lot 1, Chenal Heights, an Addition to the City of
18 Little Rock, Arkansas, said corner lying on the east right -of -way line of Chenal Valley
19 Drive; thence northerly along said east right -of -way line being the arc of a 507.46 -foot
20 radius curve to the left, having a chord bearing and distance of N23'1 1'05"W, 373.72
21 feet, to the point of beginning; thence northwesterly continuing along the northerly right -
22 of -way line of Chenal Valley Drive, being the arc of a 507.46 -foot radius curve to the
23 left, a chord bearing and distance of N64 012'44 "W, 337.46 feet; thence N83 °37'53 "W
24 continuing along said northerly right -of -way line, 317.79 feet; thence N00 °44' 16 "E,
25 500.0 feet; thence N51 °08'57 "E, 450.0 feet; thence S53 °10'56 "E, 600.0 feet; thence
26 N67 050'41 "E, 520.0 feet; thence S56 °34'52 "E, 256.13 feet; thence S38 °41'24 "W, 83.46
27 feet, to a point on the northerly right -of -way line of Chenal Heights Drive; thence
28 southwesterly along said north right -of -way line the following: (1) southerly along the are
29 of a 50.0 -foot radius curve to the left, a chord bearing and distance of S58 °24'07 "W,
30 92.67 feet; (2) southerly along the arc of a 25.0 -foot radius curve to the right a chord
31 bearing and distance of S11 °53'19 "W, 18.26 feet; (3) S33 °18'20 "W, 16.16 feet (4)
32 southerly along the arc of a 170.0 foot radius curve to the right, a chord bearing and
33 distance of S46 °07' 19 "W, 75.42 feet; (5) S58 °56' 19 "W, 343.89 feet; (6) southerly along
34 the arc of a 230.0 -foot radius curve to the left, a chord bearing and distance of

3 curve to the right, a chord bearing and distance of N87 °07'24 "W, 32.63 feet to the point
4 of beginning, containing 18.47 acres more or less.
5 Section 2. That the approval of The Villas at Chenal Long -Form PD -R
6 (Z- 6532 -F), located on the Northeast corner of Chenal Heights Drive and Chenal Valley Drive is subject
7 to compliance with the following additional conditions:

That the preliminary site development plan /plat be approved as submitted, including
all staff comments and conditions as outlined in the Planning Commission Agenda Staff
Report in paragraphs D, E, F and including any conditions indicated in the staff analysis
in paragraph H and subject to additional conditions imposed at the Planning Commission
Public Hearing as amended by the applicant.
The undisturbed buffer requirement of 70% of the fifty (50) -foot setback next to
Deltic's R -2 zoning is thirty-five (35) feet. When this area is developed and if there is
less than thirty -five (35) feet of undisturbed remaining, a solid evergreen screen planted
in place of the existing vegetation is required.
No more than 50% of the four (4) -unit front - loaded garage buildings will have
double -car garage doors. All other front - loaded buildings will have only one (1) double -
car garage or less facing the front.
Section 3. That the preliminary site development plan/plat be approved as recommended by the
Little Rock Planning Commission.
Section 4. That the change in zoning classification contemplated for The Villas at Chenal Long -
Form PD -R (Z- 6532 -F), located on the Northeast corner of Chenal Heights Drive and Chenal Valley
Drive is conditioned upon obtaining a final plan approval within the time specified by Chapter 36, Article
VII, Section 36 -454 (e) of the Code of Ordinances.
Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
necessary to affect and designate the change provided for in Section 1 hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until the final approval of
the plan.
Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
