3 AN ORDINANCE TO APPROVE A PLANNED ZONING
4 DEVELOPMENT AND ESTABLISH A PLANNED COMMERCIAL
5 DISTRICT TITLED THE VILLAGE AT RAHLING ROAD REVISED
6 LONG -FORM PCD (Z- 6323 -P), LOCATED ON THE SOUTHEAST
7 CORNER OF RAHLING ROAD AND CHENAL PARKWAY, LITTLE
8 ROCK, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF
9 THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER
10 PURPOSES.

12 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
13 OF LITTLE ROCK, ARKANSAS:
14 Section 1. That the zoning classification of the following described property be changed from PCD
15 to Revised PCD:
16 Lot 4 and Tract B, the Village at Rahling Road, Little Rock, Pulaski County, Arkansas,
17 and Part of Section 36, T -2 -N, R -14 -W, Little Rock Pulaski County, Arkansas, more
18 particularly described as follows: Beginning at the southeast corner of Lot 4, the Village
19 at Rahling Road, Little Rock, Arkansas, said corner lying on the west right -of -way of
20 Rahling Circle; thence southerly along said west right -of -way line the following: (1)
21 S31 038'53 "E, 225.0 feet; (2) N58 °21'21 "E, 10.0 feet (3) S31 038'53 "E, 428.32 feet, and
22 (4) southerly along the arc of a 199.00 -foot radius curve to the left, a chord bearing and
23 distance of S34 °46'32'E, 21.72 feet; thence S58 °23'14'W, 389.74 feet to a point of the
24 easterly right -of -way line of Chenal Parkway; thence northerly along said easterly right -
25 of -way line the following: (1) N31 °38'39 "W, 343.20 feet; (2) S58 °21'21 "W, 10.0 feet;
26 (3) N31 °38'39 "W, 500.0 feet; (4) N58 °21'21 "E, 10.0 feet; (5) N31 °38'39 "W, 126.26 feet
27 and (6) N34 001'06 "E, 47.80 feet to a point of the southerly right -of -way line of Rahling
28 Road; thence N58 °21'21 "E along said southerly right -of -way line, 23.67 feet; thence
29 easterly continuing along said southerly right -of -way line being the arc of a 859.93 foot
30 radius curve to the right, a chord bearing and distance of N63 019'40 "E, 198.59 feet to the
31 northwest corner of Tract B, the Village at Rahling Road; thence S20 °21'26 "E along the
32 west line of said Tract B, 30.0 feet to the northwest corner of said Lot 4, the Village at
33 Rahling Road; thence S31 038'22 "E along the west line of said Lot 4, 267.73 feet to the

southwest corner thereof; thence N58 °21'21 "E along the south line of said Lot 4, 143.0
feet to the point of beginning, all of the above described property containing 8.7491 acres
more or less.
Section 2. That the approval of The Village at Rahling Road Revised Long -Form PCD (Z- 6323 -P),
located on the Southeast corner of Rahling Road and Chenal Parkway is subject to compliance with the
following additional conditions:
That the preliminary site development plan /plat be approved as submitted, including
all staff comments and conditions as outlined in the Planning Commission Agenda Staff
Report in paragraphs D, E, F and including any conditions indicated in the staff analysis
in paragraph H and subject to additional conditions imposed at the Planning Commission
Public Hearing as amended by the applicant.
Prior to any clearing activities within the landscape easement area the applicant shall
submit a tree plan showing trees to be cleared and trees to be preserved.
The applicant shall submit a plan for review and approval by the City's Urban
Forester for limbing of trees to remain.
Section 3. That the preliminary site development plan/plat be approved as recommended by the
Little Rock Planning Commission.
Section 4. That the change in zoning classification contemplated for The Village at Rahling Road
Revised Long -Form PCD (Z- 6323 -P), located on the Southeast corner of Rahling Road and Chenal
Parkway is conditioned upon obtaining a final plan approval within the time specified by Chapter 36,
Article VII, Section 36 -454 (e) of the Code of Ordinances.
Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
necessary to affect and designate the change provided for in Section 1 hereof.
Section 6. That this Ordinance shall not take effect and be in full force until the final approval of the
plan.
Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
ordinance.
Section 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent
with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
