HomeMy WebLinkAbout20290I 2 3 L, 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 ORDINANCE NO. 20,290 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO. 20,204 (DECEMBER 15, 2009), TO ADJUST THE FISCAL YEAR 2010 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND AND FLEET FUND; TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in Little Rock, Ark., Ordinance No. 20,204 (December 15, 2009), and WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General Fund, and where necessary to authorize the increase or decrease in the fiscal year 2010 line items for these and other matters, and WHEREAS, such adjustments were made in Little Rock, Ark., Ordinance No. 20,289 (July 6, 2010), to reflect the changed economic conditions with the City; and WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City budget and financial reporting policies, have reviewed these adjustments and recommend them to the Board of Directors for approval, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. General Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,204 (December 15, 2009), as amended by Little Rock, Ark., Ordinance No. 20,289 (July 6, 2010), is hereby amended so the General Fund Operating Resources amount will increase by One Million Eighty -Nine Thousand, Four Hundred Forty-Four Dollars ($1,089,444) to One Hundred Twenty -Nine Million, Nine Hundred Forty - Six Thousand, Sixty -Three Dollars ($129,946,063), to reflect reductions in operating budgets for General Fund Departments of Three Hundred Sixty -Eight Thousand, Two Hundred Seventy -One Dollars ($368,271), to the amount of One Hundred Thirty Million, Three Hundred Seventy Thousand, Five Hundred Three Dollars ($130,370,503). Section 2. Street Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,204 (December 15, 2009), as amended by Little Rock, Ark., Ordinance No. 20,289 (July 6, 2010), is hereby amended to reflect an increase in operating budgets for Street Fund departments of One Million, Two Hundred Seventy Thousand, Eight Hundred Seventy -Three Dollars ($1,270,873), to the amount of Sixteen Million, Four Hundred Ninety -Two Thousand, Two Hundred Twenty -Eight Dollars ($16,492,228); provided, that the funds for these transfers shall originate from unrestricted revenues and related reserves currently in the Street Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,204 (December 15, 2009) 2 is hereby amended to reflect an increase in operating budgets for Fleet Fund departments of Two Hundred 3 Twenty -Nine Thousand, Six Hundred Sixty -One Dollars ($229,661), to the amount of Nine Million, Four 4 Hundred Sixty -Nine Thousand, Fifty -Six Dollars ($9,469,056). 5 Section 4. Records. The Director of Finance & Treasurer is directed to maintain appropriate records 6 which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials 7 provided to the Board of Directors for the July 13, 2010, meeting. 8 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 9 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 10 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 11 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 12 ordinance. 13 Section 6. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 14 ordinance are hereby repealed to the extent of such inconsistency. 15 Section 7. Emergency.
