HomeMy WebLinkAbout20246I ORDINANCE NO. 20,246 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF 4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO 5 ENTER INTO A CONTRACT WITH NEW FUTURES FOR YOUTH, INC., 6 FOR $50,000 FOR A MATCH REQUIREMENT FOR AN $800,000 GRANT 7 BY THE STRENGTHENING COMMUNITIES FUND NONPROFIT 8 CAPACITY BUILDING PROGRAM; AND FOR OTHER PURPOSES. 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 WHEREAS, the City of Little Rock may dispense with the requirement of competitive bidding in exceptional situations where such procedure is not feasible, and WHEREAS, the City finds that competitive bidding for a match requirement for New Futures is not feasible as this grant provides a unique opportunity to increase economic development through community based organizations NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. The Board of Directors finds that competitive bidding should be dispensed with for the purpose of a $50,000 match for New Futures for the Strengthening Communities Fund Nonprofit Capacity Building Program for the years 2010 and 2011, as an exceptional situation exists for which competitive bidding is impractical and infeasible. Section 2. The City Manager is hereby authorized to dispense with competitive bidding and enter into a contract for $50,000 with New Futures for Youth, Inc. Section 3. Non - appropriation. Funding for a 2011 match in the amount of $50,000 is contingent upon appropriation by the Board of Directors. Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance. Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this ordinance are hereby repealed to the extent of such inconsistency.
