3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT IN THE AMOUNT OF ONE HUNDRED FORTY -
6 SIX THOUSAND, SEVEN HUNDRED SEVENTY -NINE DOLLARS ($146,779.00),
7 WITH REMOTEC, INC., AS THE SOLE SOURCE PROVIDER FOR THE
8 PURCHASE OF ONE EXPLOSIVE ORDNANCE DISPOSAL VEHICLE; AND
9 FOR OTHER PURPOSES.

11 WHEREAS, the City of Little Rock has been awarded $335,236.40 in FY08 Homeland Security
12 Grant Program Funding; and
13 WHEREAS, as part of the federal and state requirements for this funding, $200,000 of these funds
14 must be spent to strengthen improvised explosive device (IED) attack deterrence, prevention, and
15 protection capabilities; and
16 WHEREAS, the Little Rock Fire Department's Bomb Squad is in need of another Explosive
17 Ordnance Disposal Vehicle (bomb robot); and
18 WHEREAS, competitive bidding should be waived and the contract awarded to REMOTEC, INC.,
19 as the sole source provider for the purchase of one Explosive Ordnance Disposal Vehicle, as REMOTEC,
20 INC. is the manufacturer of the bomb robots currently being used by the Fire Department's Bomb Squad,
21 and it is imperative that additional bomb robots be provided by REMOTEC, INC. due to integration and
22 interoperability requirements;
23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK, ARKANSAS:
25 Section 1. The Board of Directors finds that competitive bidding should be dispensed with in the
26 purchase of one (1) Explosive Ordnance Disposal Vehicle for the Little Rock Fire Department Bomb
27 Squad.
28 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
29 into a contract with REMOTEC, Inc., for the purchase of one Explosive Ordnance, in the amount of One
30 Hundred Forty -six Thousand, Seven Hundred Seventy -nine Dollars ($146,779.00).
31 Section 3. This purchase is 100% funded from Federal Department of Homeland Security Grant
32 funding.
33 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
34 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or

To purchase one Explosive Ordnance Disposal Vehicle for LRFD
I adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 ordinance.
4 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
5 any provision of this ordinance are hereby repealed to the extent of such conflict.
