AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
20,078 (DECEMBER 22, 2008), TO ADJUST THE FISCAL YEAR 2009
BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND PERSONNEL
SAVINGS AND PAYOUTS, AND OTHER FUND ADJUSTMENTS; TO
DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in
Little Rock, Ark., Ordinance No. 20,078 (December 22, 2008), and
WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the General
Fund, and where necessary to authorize the increase or decrease in the fiscal year 2009 line items for
these and other matters, and
WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City
budget and financial reporting policies, have reviewed these adjustments and recommend them to the
Board of Directors for approval,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078 (December
22, 2008) is hereby amended so the General Fund Operating Resources amount will decrease by two
million eight hundred thousand dollars ($2,800,000) to one hundred thirty-four million six hundred and
forty -nine thousand nine hundred sixty -six dollars ($134,649,966), to reflect reductions in operating
budgets for General fund departments of two million dollars ($2,000,000), to the amount of one hundred
thirty -five million four hundred forty -nine thousand nine hundred sixty -six dollars ($135,449,966).
Section 2. Street Fund Section 4 of Little Rock, Ark., Ordinance No. 20,078 (December
22, 2008) is hereby amended so the Street Fund amount will increase by one million one hundred sixty -
six thousand seven hundred five dollars ($1,166,705), to reflect increases in operating budgets for Street
fund departments, to the amount of fifteen million eight hundred forty-nine thousand two hundred and
nine dollars ($15,849,209).
Section 3. River Market Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078
(December 22, 2008) is hereby amended so the River Market Fund amount will decrease by sixty -two
thousand one hundred and thirty-four dollars ($62,134), to reflect reductions in operating budgets for
River Market fund departments, to the amount of eight hundred eighty -four thousand five hundred and
sixty -nine dollars ($884,569).
Section 4. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078 (December
22, 2008) is hereby amended so the Zoo Fund amount will decrease by eighty -seven thousand eight
hundred and thirty -seven dollars ($87,837), to reflect reductions in operating budgets for Zoo fund
departments, to the amount of five million two hundred twenty -three thousand one hundred and ten
dollars ($5,223,110).
Section 5. Golf Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078
(December 22, 2008) is hereby amended so the Golf Fund amount will decrease by forty -nine thousand
five hundred forty -three dollars ($49,543), to reflect reductions in operating budgets for Golf fund
departments, to the amount of two million nine hundred fifty -two thousand eight hundred ninety -six
dollars ($2,952,896).
Section 6. Concessions Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078
(December 22, 2008) is hereby amended so the Concessions Fund amount will decrease by two thousand
four hundred fifty -two dollars ($2,452), to reflect reductions in operating budgets for Concessions fund
departments, to the amount of one hundred eleven thousand six hundred dollars ($111,600).
Section 7. Records. The Director of Finance & Treasurer is directed to maintain appropriate
records which provide greater detail for the adjustments set forth in this ordinance as reflected in the
materials provided to the Board of Directors for the July 28, 2008, meeting.
Section S. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
Section 9. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with
this ordinance are hereby repealed to the extent of such inconsistency.
Section 10. Emergency. The City's ability to properly maintain its budgets and to accountfor
its funds is essential to maintain the public health, safety and welfare; an emergency is, therefore,
declared to exist and this ordinance shall be in full force and effect from and after the date of itspassage.
