That the approval of Parkway Village Revised Long -form PD -R 52 Z- 3862 -1), located at 14300 Chenal Parkway is subject to compliance with the following additional 53 conditions: 54 That the preliminary site development plan/plat be approved as submitted, including all 55 staff comments and conditions as outlined in the Planning Commission Agenda Staff 56 Report in paragraphs D, E, F and compliance and including any conditions indicated in 57 the staff analysis in paragraph H and subject to additional conditions imposed at the 58 Planning Commission Public Hearing as amended by the applicant. Regarding the 59 proposed construction access to the Alzheimer's Residential Building, the following 60 conditions will apply: 61 (1) The access road will be stabilized with a crushed stone surface to reduce any dust 62 generated from construction traffic. 63 (2) Additional dust control measures, such as watering, are required as part of the 64 construction specifications to insure any remaining dust issues are minimized. 65 (3) Construction traffic on the access road will be limited to heavy truck deliveries. All 66 light truck deliveries and labor will use the internal drives and parking for access to the 67 site. [PAGE 2 of 3] ORDINANCE To Approve Z- 3862 -D 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 89 90 91 92 93 94 95 96 97 98 99 100 101 102 (4) The hours of use are limited to daytime hours as specified to accord with City ordinance: 6:00 a.m. to 6:00 p.m. on weekdays; 7:00 a.m. to 6:00 p.m. on Saturdays; and 1:00 p.m. to 6:00 p.m. on Sundays. (5)The use of the construction access, via Loyola, is required because the interior drives are not constructed to the same heavy duty standards as public streets and will not support heavier vehicle loads without damaging the pavement. In addition, the approved plan no longer includes the three six -story mid -rise residential buildings. Section 3. That the preliminary site development plan/plat be approved as recommended by the Little Rock Planning Commission. Section 4. That the change in zoning classification contemplated for Parkway Village Revised Long -form PD -R Z- 3862 -D, located at 14300 Chenal Parkway is conditioned upon obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of Ordinances. Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects necessary to affect and designate the change provided for in Section 1 hereof. Section 6. That this Ordinance shall not take effect and be in full force until the final approval of the plan. Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance. Section 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
