3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT IN THE AMOUNT OF ONE HUNDRED FOUR
6 THOUSAND, SIX HUNDRED FORTY -THREE DOLLARS ($104,643.00), WITH
7 AVRIO GROUP, AS A SOLE SOURCE PROVIDER, FOR THE PURCHASE OF
8 VIDEO EQUIPMENT FOR MOUNTED CAMERAS IN THE RIVER MARKET
9 DISTRICT; AND FOR OTHER PURPOSES.

11 WHEREAS, the River Market District attracts thousands of visitors each year; and
12 WHEREAS, the Police Department currently has ten officers and two supervisors assigned to this
13 area, but a study has determined that mounted cameras should be added for additional security in the area;
14 and
15 WHEREAS, competitive bidding should be waived and the contract awarded to Avrio Group, as the
16 sole source provider for the purchase of camera equipment, monitoring and recording support, installation
17 of the equipment, and a three (3) year service contracts, as they have installed similar systems in areas of
18 North Little Rock with good results due to quality of video and seamless integration and are considered
19 experts in the area of video surveillance;
20 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK, ARKANSAS:
22 Section 1. The Board of Directors finds that competitive bidding should be dispensed with in the
23 purchase of camera equipment, monitoring and recording support, installation of the equipment, and a
24 three (3) year service contract.
25 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
26 into a contract with Avrio Group, in the amount of One Hundred Four Thousand, Six Hundred Forty -
27 three Dollars ($104,643.00), including all applicable taxes.
28 Section 3. Funds for this purchase are available from the Home Land Security Grant Special Project
29 Fund - #270129- G030116.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
34 ordinance.

Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
any provision of this ordinance are hereby repealed to the extent of such conflict.
