DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED BLUE WAVE EXPRESS
CARWASH SHORT -FORM PD -C (Z- 8446), LOCATED AT 801
EAST 6TH STREET, LITTLE ROCK, ARKANSAS, AMENDING
THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE
ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property be
changed from UU to PD -C:
Recorded Legal Description: Part of Lots 1, 2 and all of 3 in the Fractional Block
17 of Rectortown Addition, to the City of Little Rock, in Pulaski County,
Arkansas, and being shown in Deed Record Book 13, Page 539, records of
Pulaski County, Arkansas, more particularly described as follows: Commencing
at the Northwest corner of said Fractional Block 17, said point being at the
Southeast intersection of Rector Street and East Sixth Street; thence South 88
degrees 35 minutes East along the North line of said Fractional Block 17 for a
distance of 45.30 feet to a point on the Easterly right of way line of the proposed
Little Rock Expressway, which is the point of beginning; thence continuing South
88 degrees 35 minutes East along said North line 104.70 feet to the Northeast
corner of Lot 3; thence South along the East line of said Lot 3 a distance of 60
feet to the Southeast corner of Lot 3; thence North 88 degrees 35 minutes West
along the South line of the proposed Little Rock Expressway; thence North 12
degrees 34 minutes West along said right of way line 61.82 feet to the point of
beginning

All of Lot 4 and part of Lot 5, in Fractional Block 4 of Woodruff s Addition to the
City of Little Rock, in Pulaski County, Arkansas, and being shown on deed record
book AB, page 210, records of Pulaski County, Arkansas, more particularly
described as follows: Commencing at the Southwest corner of said Block 4,
which corner is the Northeast corner of the intersection of East Seventh Street ang'
Rector Street; thence run South 88 degrees 46 minutes East along the North IWO

of East Seventh Street 77.73 feet to the East right of way line of the proposed
Little Rock Expressway, which is the point of beginning; thence continue South
88 degrees 46 minutes East 72.71 feet to the East line of Lot 4; thence North
along the East line of said Lot 4 for 75.26 feet to the Northeast corner of said Lot
4; thence North 88 degrees 35 minutes West along the North line of Fractional
Block 4 for 89.92 feet to the East right of way line of the proposed Little Rock
Expressway; thence South 12 degrees 34 minutes East along said right of way line
77.80 feet to the point of beginning.
SECTION 2. That the approval of Blue Wave Express Carwash Short-form PD -C
(Z- 8446), located at 801 East 6th Street is subject to compliance with the following additional
conditions:
• That the preliminary site development plan/plat be approved as submitted,
including all staff comments and conditions as outlined in the Planning
Commission Agenda Staff Report in paragraphs D, E, F and compliance and
including any conditions indicated in the staff analysis in paragraph H and
subject to additional conditions imposed at the Planning Commission Public
Hearing as amended by the applicant.
SECTION 3. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 4. That the change in zoning classification contemplated for Blue Wave
Express Carwash Short-form PD -C (Z- 8446), located at 801 East 6th Street is conditioned upon
obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36-
454 (e) of the Code of Ordinances.
SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances of the
City of Little Rock, Arkansas, and designated district map be and is hereby amended to the
extent and in the respects necessary to affect and designate the change provided for in Section 1
hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until the final
approval of the plan.
SECTION 7. Severability. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
ordinance which shall remain in full force and effect as if the portion so declared or adjudged
invalid or unconstitutional was not originally a part of the ordinance.

SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are
inconsistent with the provisions of this ordinance are hereby repealed to the extent of such
inconsistency.
