ORDINANCE NO. 19,898 (DECEMBER 21, 2007), TO ADJUST THE FISCAL YEAR 2008 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE ADJUSTMENTS FOR THE GENERAL FUND, FLEET FUEL COST, STREET FUND PURCHASE ORDER ROLLOVERS, PERSONNEL SAVINGS AND PAYOUTS, AND OTHER FUND ADJUSTMENTS; TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007), and WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the General Fund, and where necessary to authorize the increase in the fiscal year 2008 line items for these and other matters, and WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City budget and financial reporting policies, have reviewed these adjustments and recommend them to the Board of Directors for approval, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. General Fund Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the General Fund amount will increase by one million fifty -six thousand six hundred and forty-nine dollars ($1,056,649), to reflect additions in operating budgets for General fund departments, to the amount of one hundred thirty -five million one hundred twenty -eight thousand six hundred twenty -five dollars ($135,128,625). Section 2. Street Fund Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Street Fund amount will decrease by twenty -seven thousand eight hundred and fifty -eight dollars ($27,858), to reflect reductions in operating budgets for Street fund departments, to the amount of fourteen million eight hundred seventy -one thousand one hundred and forty-seven dollars ($14,871,147). Section 3. Fleet Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Fleet Fund amount will increase by one million two hundred sixty -seven thousand four hundred and seventy -six dollars ($1,267,476), to reflect additions in operating budgets for Fleet fund departments, to the amount of eleven million seven hundred twenty -nine thousand one hundred and forty -three dollars ($11,729,143). Section 4. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Zoo Fund amount will increase by twelve thousand one hundred and ninety -five dollars ($12,195), to reflect additions in operating budgets for Zoo fund departments, to the amount of four million seven hundred sixty -four thousand two hundred and twenty -five dollars ($4,764,225). Section 5. Solid Waste Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Solid Waste Fund amount will increase by two hundred twenty -seven thousand three hundred and one dollars ($227,301), to reflect additions in operating budgets for Solid Waste fund departments, to the amount of eighteen million eight hundred twenty -seven thousand nine hundred and thirty -three dollars ($18,827,933). Section 6. Golf Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Golf Fund amount will increase by eight thousand and sixty -one dollars ($8,061), to reflect additions in operating budgets for Golf fund departments, to the amount of three million thirty -four thousand two hundred and eighty -seven dollars ($3,034,287). Section 7. Jim Dailey Fitness Center Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Jim Dailey Fitness Center Fund amount will increase by three hundred and twenty -six dollars ($326), to reflect additions in operating budgets for Jim Dailey Fitness Center fund departments, to the amount of one million one hundred thirty-five thousand eight hundred and fifty -six dollars ($1,135,856). Section 8. RiverMarket Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the RiverMarket Fund amount will increase by one thousand and nine dollars ($1,009), to reflect additions in operating budgets for RiverMarket fund departments, to the amount of eight hundred eighty -eight thousand six hundred and sixty -eight dollars ($888,668). Section 9. Vehicle Storage Facility Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Vehicle Storage Facility Fund amount will increase by nine hundred and sixty -six dollars ($966), to reflect additions in operating budgets for Vehicle Storage Facility fund departments, to the amount of one million three hundred seventy - three thousand nine hundred and sixty -six dollars ($1,373,966). Section 10. Concessions Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,898 (December 21, 2007) is hereby amended so the Concession Fund amount will increase by one hundred and seventy dollars ($170), to reflect additions in operating budgets for Concessions fund departments, to the amount of one hundred nineteen thousand and fifty -five dollars ($119,055). Section 11. Records. The Director of Finance & Treasurer is directed to maintain appropriate records which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials provided to the Board of Directors for the December 9, 2008, meeting. Section 12. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance. Section 13. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. Section 14. Emergency. The City's ability to properly maintain its budgets and to account for its funds is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared to exist and this ordinance shall be in full force and effectfrom and after the date of its passage.
