ORDINANCE NO. 20,002
AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND TO AUTHORIZE
THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GREATER
SECOND CARE, INC. TO ADD A SCHOOL -BASED YOUTH INITIATIVE
PROGRAM COORDINATOR AT WILLIE D. HAMILTON LEARNING
ACADEMY IN A PILOT PROGRAM IN PARTNERSHIP WITH THE LITTLE
ROCK SCHOOL DISTRICT FOR THE 2008 -2009 SCHOOL YEAR; AND
FOR OTHER PURPOSES.
WHEREAS, the Board of Directors may dispense with the requirement of competitive bidding in
exceptional situations where such procedure is impractical and unfeasible, and
WHEREAS, the City and the Little Rock School District ( "LRSD ") have agreed to add a pilot school
based Youth Initiative Program ( "YIP ") at Willie D. Hamilton Learning Academy for the current summer
school and the 2008 -2009 school year, and
WHEREAS, funds for this pilot program will come from the Juvenile Accountability Block Grant
( "JABG ") and the City's Department of Community Programs YIP line item budget; and
WHEREAS, Greater Second Care, Inc., has agreed to expand its current contract to add a YIP
coordinator position immediately at Hamilton Learning Academy; and
WHEREAS, the City desires to contract with existing contractor Greater Second Care, Inc. to provide
the coordinator for this pilot program, and it would be impractical and unfeasible to bid for such
services within the limited time frame of the pilot program.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
ARKANSAS:
Section 1. The Board of Directors hereby finds that competitive bidding for a pilot program to add
YIP coordinator services at Hamilton Learning Academy is impractical and unfeasible and should be
waived in this case.
Section 2. The City Manager is authorized to enter into a contract with Greater Second Care, Inc.
as a sole source provider in an amount not to exceed sixty -five thousand nine hundred ninety -three
dollars ($65,993), for this summer and the 2008 -2009 school year.
Section 3. Funding in the amount of sixty -five thousand nine hundred ninety -three dollars
($65,993) is available from the JABG Grant and the Department of Community Programs' budget YIP
line item.

Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force
and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part
of the ordinance.
Section 5. Repealer. All ordinances in conflict with this ordinance are hereby repealed.
Section 6. Emergency Clause. Whereas, it has been found and determined that youth enrolled at
Willie D. Hamilton Academy have particular need of prevention and intervention activities and services
that will enable them to stay in school and not drop out; that such services will include development of
skills to deal with anger, the development of positive social skills, team building, alcohol and drug
abuse prevention, and development of employability skills; therefore, an emergency is hereby
declared and this Ordinance shall take effect immediately upon its passage.
