ORDINANCE NO. 19,903
AN ORDINANCE TO ACKNOWLEDGE THE RESULTS OF AN ELECTION HELD PURSUANT
TO LITTLE ROCK, ARK., ORDINANCE No. 19,827 (OCTOBER 2, 2007), AS AMENDED,
AND PURSUANT TO LITTLE ROCK, ARK., ORDINANCE NO. 19,828 (OCTOBER 2, 2007),
AS AMENDED, TO INCREASE THE MILLAGE RATES FOR AD VALOREM PROPERTY TAX
TO HELP FUND ON -GOING MAINTENANCE AND OPERATION EXPENSES FOR THE CITY'S
PUBLIC LIBRARIES OPERATED BY THE CENTRAL ARKANSAS LIBRARY SYSTEM; TO
AMEND LITTLE ROCK, ARK., ORDINANCE No. 19,854 (NOVEMBER 6, 2007) TO RATIFY
THE APPROPRIATE MILLAGE RATE FOR THE CENTRAL ARKANSAS LIBRARY; TO
DECLARE AN EMERGENCY; AND, FOR OTHER PURPOSES.
WHEREAS, the City approved Little Rock, Ark., Ordinance No. 19,854 of November 6, 2007, to
establish the millage rates to collected by Pulaski County from ad valorem taxes on taxable property
located within the City; and
WHEREAS, pursuant to Little Rock, Ark., Ordinance No. 19,829 (October 2, 2007), which amended
Little Rock, Ark., Ordinance No. 18,828 (September 18, 2007), an election was held on December 11,
2007, which increased the millage for ad valorem property taxes to be collected on taxable property
within the City of Little Rock, Arkansas; and
WHEREAS, pursuant to Little Rock., Ark., Ordinance No. 19,830 (October 2, 2007), which amended
Little Rock, Ark., Ordinance No. 19,827 (September 18, 2007), an election was held on December 11,
2007, which increased the millage for ad valorem property taxes to be collected on taxable property
within the City of Little Rock, Arkansas; and
WHEREAS, the information about this new millage has been forwarded to the Pulaski County
Collector for collection in 2008, but it is important to ratify the successful results of the election and
to amend the City's prior millage ordinance to reflect the appropriate millages to be collected for the
Central Arkansas Library System;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. Section 1(e) of Little Rock, Ark., Ordinance No. 19,854 (November 6, 2007) is hereby
amended to read as follows:
(e) For the purpose of maintaining the City Library, in accordance with the provisions
of Amendment No. 30 to the Constitution of the State of Arkansas, a tax of three and
three tenths (3.3) mills;
Section 2. Section 1(f) of Little Rock, Ark., Ordinance No. 19,854 (November 6, 2007) is hereby
amended to read as follows:

(f) For the purpose of paying bonds and interest as may be required for the City of
Little Rock, Arkansas, for Library System Capital Improvement Bonds, a tax of two (2)
mills;
Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain
in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of the ordinance.
Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
inconsistency including, but not limited to, Little Rock, Ark., Ordinance No. 19,854 (November 6,
2007), SS 1(e) and 1(f).
