3 AN ORDINANCE TO AMEND S§2- 330.12 - 2- 330.14 OF THE LITTLE ROCK
4 CITY CODE, REGARDING THE COMPOSITION, POWERS, AND DUTIES OF THE
5 LITTLE ROCK COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND FOR
6 OTHER PURPOSES.

8 WHEREAS, on April 2, 2002, the City transitioned from multiple commissions and task forces to
9 create the Little Rock Commission on Children, Youth and Families in Little Rock, Ark. Ord. No. 18,673,
10 and
11 WHEREAS, a review committee was convened in 2007 to discuss possible amendments to the
12 ordinance to make it more effective; and
13 WHEREAS, this ordinance contains the recommendations of the review committee.
14 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
15 ROCK, ARKANSAS:
16 Section 1. Little Rock City Code 52- 330.12 is hereby amended to read as follows:
17 Sec. 2- 330.12. Goals. The goals of the Commission are as follows:
18 (a) To educate and advise the Board of Directors about critical policy decisions and emerging
19 issues impacting children, youth and families in Little Rock.
20 (b) To develop strategic plans, set priorities, and advise the Board of Directors on the
21 implementation of coordinated, holistic community approaches that address the needs of children,
22 youth and families in Little Rock, particularly those at most risk.
23 (c) To serve as an informational resource to the Board of Directors on issues related to
24 children, youth and families in Little Rock.
25 (d) To identify and promote best practices in the delivery of services to children, youth and
26 families in Little Rock.
27 (e) To collaborate with other governmental jurisdictions and with the private sector to fulfill
28 the Commission's mission and goals.
29 (f) To complement the work of the City's elected officials and administrative departments
30 through the Commission's collective and informed judgment.
31 (g) To report annually to the Board of Directors on the status of children, youth, and families in
32 Little Rock.
33 (h) To secure the assistance of individuals with relevant experience, knowledge, expertise or
34 ideas in planning and providing services for children, youth, and families in Little Rock.

1 Section 2. Little Rock City Code 52- 330.13 is hereby amended to read as follows:
2 Sec. 2- 330.13. Composition and Term of Service.
3 (a) The Commission shall consist of nine (9) persons, which shall include the following
4 representatives:
5 (1) One person who serves as a member of the Board of Directors.
6 (2) One person who is a member of the Little Rock School Board.
7 (3) Seven people with considerable experience and background in developing policy
8 level recommendations relating to children, youth and families, and representing
9 areas of interest such as, but not limited to: child and adolescent development,
10 juvenile justice, and mental health.
11 (b) Except for the initial membership, each commission member shall serve for a three year
12 term. In the event a vacancy occurs during the term of office of any appointed member, a successor
13 shall be appointed for the unexpired term of the office vacated in a manner similar to that for the
14 initial member. A person selected to fill the unexpired portion of the term is eligible for
15 reappointment to a full term.
16 (c) A majority of the members of the Commission shall constitute a quorum.
17 Section 3. Little Rock City Code §2- 330.14 is hereby amended to read as follows:
18 Sec. 2- 330.14. Powers and Duties. The Commission shall have the following powers and
19 duties:
20 (a) To create by -laws;
21 (b) To recommend to the Board of Directors, the City Manager, and the Director of Community
22 Programs such policies and best practices as the Commission believes will aid the City in the delivery of
23 services to children, youth and families in Little Rock.
24 (c) To make funding priority recommendations to the Board of Directors, City Manager, and the
25 Director of Community Programs for expenditures for programs for children, youth, and families in
26 Little Rock.
27 (d) To hold public meetings and forums as necessary.
28 (e) To make recommendations to the Board of Directors regarding proposed legislation at the
29 local, state, and national level that affect children, youth and families in Little Rock.
30 (f) To appoint committees to assist the Commission in fulfilling its mission and discharging its
31 duties.
32 (g) To make an annual report to the Board of Directors that focuses on one to three critical
33 issue areas to children, youth and families with recommendations to address those issues.

Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain
in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of the ordinance.
Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
