3 AN ORDINANCE TO ESTABLISH LITTLE ROCK MULTIPURPOSE IMPROVEMENT
4 DISTRICT NO. 2007 -304 - PARKWAY NEIGHBORHOOD ASSOCIATION PROJECT;
5 TO DECLARE AN EMERGENCY AND FOR OTHER PURPOSES.
6 WHEREAS, parties claiming to be the owners of a majority in value, as shown by the last county
7 assessment, of the real property located within the territory hereinafter described, have filed their
8 petition praying that an improvement district be established for the purposes hereinafter set out, and
9 WHEREAS, after due notice as required by law, the Little Rock Board of Directors has heard all
10 parties desiring to be heard, and has ascertained that the petition was signed by a majority in assessed
1 1 value of the owners of real property within the territory.
12 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
13 ARKANSAS:
14 SECTION 1. Establishment and Purposes. There is hereby established an improvement district
15 embracing the following real property in the City of Little Rock, County of Pulaski, State of Arkansas,
16 to -wit:
17 Part of Section 5 and 6, T -1 -N, R -13 -W, Pulaski County, Arkansas, more particularly
18 described as follows:
19 Commencing from the Northeast corner of Section 5, S01 '24'27"W along the East line of

20 Beginning. Containing 224.19 acres, more or less;
21 for the following purposes:
22 Constructing, renovating, operating, supervising, maintaining and replacing within the district
23 capital improvements, common areas and facilities related primarily to but not limited to, construction
24 of new or renovated tennis courts, swimming pool and related pavilion, grills, green areas, and
25 playground facilities and other improvements necessary or desirable to enhance the use and benefits of
26 such areas and improvements, as well as to enhance or landscape entrances to the district's
27 neighborhoods, to serve the inhabitants of the district and to construct such areas and improvements
28 beyond the boundaries of the district, if necessary, to cause the construction within the district to
29 obtain its desired effect.
30 To accomplish any and all other purposes authorized by law, specifically including but not
31 limited to those intents and purposes stated in Arkansas Code Annotated Sections 14 -88 -101 et
32 seq.
33 The purposes of the district are to be accomplished in the manner and of the materials
34 that the commissioners for the district shall deem to be in the best interest of the district.

SECTION 2. Name and Commissioners. The district shall be known as "Little Rock Multipurpose
Improvement District No. 2007 -304 - Parkway Neighborhood Association Project;" and Donald Bebee,
Kathleen Begay, Sally Burrup, Arthur Johnson, and Shannon Wilson who are owners of real property
within the district, are hereby named commissioners and shall compose the Board of Improvement for
the district and may proceed with the district's affairs as authorized by law and set forth in the petition
filed in request of this Ordinance.
SECTION 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain
in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of the ordinance.
SECTION 4. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
ordinance are hereby repealed to the extent of such inconsistency.
SECTION 5. Emergency Clause. There is hereby declared to be an existing emergency in that
there is an immediate need for the formation of this improvement district to promote and protect the
health, safety and welfare of the citizens of Little Rock, Arkansas, and this ordinance shall be in full
force and effect from and after its passage.
