CODE §§ 2 -301 to -31- 4 (1988) THAT CREATED THE INITIAL LAND BANK AND RESIDENTIAL HOUSING 5 FACILITIES BOARD; TO DECLARE AND EMERGENCY; AND FOR OTHER PUR- E POSES. 7 8 WHEREAS, during the 8611 General Assembly a legislative package developed by the task 9 force was approved which provided cities with additional authorities to deal with blighted, 10 abandoned and vacant structures and, to facilitate redevelopment within these areas; and, 11 WHEREAS, because of these changes it is possible to create a new form of entity than that 12 previously created, but never authorized, by the City; 13 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF 14 LITTLE ROCK, ARKANSAS: 15 Section 1. Little Rock, Ark., Rev. Code §§ 2 -301, 2 -302, 2 -303, 2 -304, and reserved provi- 16 sions 2 -305 to -310 (1988) are hereby repealed. 17 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, 18 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such 19 declaration or adjudication shall not affect the remaining portions of the ordinance which shall 20 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitu- 21 tional was not originally a part of the ordinance. 22 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are incon- 23 sistent with the provisions of this ordinance, are hereby repealed to the extent of such inconsis- 24 tency. 25 Section 4. Emergency Clause. The Board of Directors of the City of Little Rock, Arkansas, has 26 already declared that the creation and operation of a land bank to acquire and accumulate vari- 27 ous abandoned or nuisance properties, consider and recommend plans for the redevelopment of 28 certain areas within the corporate limits of the City and to have these properties available for 29 such redevelopment, is essential to the public health, safety, and welfare, further, in order to ac- 30 complish the creation and operation of this land bank in the most expeditious way possible that 31 also permits utilization of various Acts of the 86th General Assembly it is necessary to first repeal a 32 measure originally adopted in 1994, but not placed into operation; therefore, an emergency is [PAGE 1 OF 21 Ordinance to repeal Little Rock, Ark.
