3 AN ORDINANCE TO DESIGNATE EVENT LIGHTING, STAGE, AND SOUND
4 SERVICES AS A ONE -TIME PROFESSIONAL SERVICE PURSUANT TO AUTHORITY
5 GRANTED IN ARK. CODE ANN. S 19 -11 -802; AND FOR OTHER PURPOSES.

7 WHEREAS, Ark. Code Ann. S 19 -11 -802 (c)(2) authorizes a political subdivision to include as
8 professional services such services as the political subdivision shall designate by two - thirds vote of its
9 governing body, and
10 WHEREAS, the Board of Directors finds that it is appropriate for the Central High School 501h
11 anniversary events to select a provider for Event Lighting, Stage, and Sound Services pursuant to the
12 professional services ordinance rather than as a competitive bid; and

WHEREAS, the Board of Directors finds that, pursuant to S 2 -243 (a)(3) of the Little Rock City
Code, Revised 1988, price or cost bidding for the provision of Event Lighting, Stage, and Sound
Services is impractical, unfeasible, or, if based solely on price, would result in an outcome that would
not meet the best interests of the City in hosting ceremonies commemorating this historic event.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. Event Lighting, Stage, and Sound Services are hereby declared professional
services. Such professional services shall be contracted pursuant to the professional services
ordinances, codified at S 2 -243 of the Little Rock City Code, Revised 1988.
Section 2. Severability. In the event any title, section, paragraph, item, sentence, phrase
or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force
and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part
of the ordinance.
Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
consistent with the provisions of this Ordinance, are hereby repealed to the extent of such
inconsistency.
