WH ap AS, under and. by authority of Act #108 of the Acts of the 1929 General Assembly of the State of Arkansas, cities of the first class are empowered and authorized to create a city ola.nning commission of not less than nine (9) members, and � ri h5 the city of Little Rock has employed the services of and an expert to report his findings to the City Counci.L/it is desirous that a city clanning commission be created to study, enforce and carry into execution a coordinated, adjusted end harmonious plan of development of this municipality, therefore BE IT ENACT{ -D BY 'YH:�. CITY COUNCIL OF THT CITY OF LITTLE ROCK: Section 1. That a city nla.nning commission is hereby created and shall be composed of twenty —one (21) members, to be selected as follows: three (3) members to be appointed by the Mayor and eighteen (18) other members who shall bt appointed by the City Council. All members shall serve as such without compensation and the members shall hold no other municipal office exc -nt that the Mayor may appoint one of the administrative offici^ls of the municipality should he so desire. The ter;r.s of the members `nvointed by the Mayor shall be for a period of three (3) y: =ars witL: the provision however, that the appointments made by him at the tirr.e this ordinance takes effect shall be for a period of one, two and three years respectively and there .after ,c:ll annointments shall be for a three year period. Vacancir -s occuring otherwise than thr7u�_h the expiration of term shall be filled for the unexpired term in the same .#' = .Page 2 - Ordinanoe No. 4539- Secti *bn 2. ORGANIZATION AND RULES. The commission shall elect its chairman from amongst the appointed members and create and fill such other of its offices as it may determine. The term of its chairman shall be for one year with eligibility for reelection. The commission shall hold at least one regular meeting in each month. It shall a.dont rules for the transaction of business and shall keep a. record of its resolutions, transactions, findings and determinations, which record shall be a public record.. Section 3. STAFF AND FINANCES. The commission may appoint such employees as it may deem necessary for its work, subject to the approval of the City Council, whose promotion, demotion and removal shall be under the supervision of the commission, subject to the approval of the City Council. The commission may, with the approval of the City Council, contract with City Plannitrs, Engineers, Architects and other such consultants as it may require. The expenditures of the commission shall be subject to the anoroval of the City Council and shall at all times be within the amount appropriated for the nurtoose by the city council. Any funds appropriated by the City Council shall be used by the commission only for the nurnose appropriated. Section 4. GENERAL POWERS AND DUTIES. It shall be the function and duties of the commission to make and adopt a master plan for the nhysica.l development of the municipality, including any areasFoutside of its boundaries, which in the commission's judgment bear relation to the planning of such municipality and which is authorized by Act #109 of the Acts of the 1929 General Assembly of the State of Arkansas. After the adoption of such elan by the commission it shall report its findings, and recommendations to the City Council for the final action of the council thereon and the City Council shall have the power to adopt or reject any such findings, either in whole or in Dart, as it may desire. Section 5. This ordinance shall be in force and take effect from and after the date of its na.ssa.ge. Passed: February 3, 1930- Attest it/ Clerk. _ r Approved Mayor.
