ORDINANCE ASSESSING THE VALUE OF BENEFITS TO BE RECEIVED BY EACH AND EVERY BLOCK, LOT AND PARCEL OF LAND WIZHIN STREET IMPROVEMENT DISTRICT NO. 508 OF THE CIT OF LITTLE ROCK, ARKANSAS. WHEREAS, a majority in value of the property holders owning property adjoining the locality to be affected and situated in Street Improvement District No. 508 in the City of Little Rock, Arkansas W aa3 zed for the purpose of making local improvements qq n, y draining, grading, curbing., guttering, - building bridges," viaducts, citverts, and paving Cross Street from the North line of Sixth Street to Lincoln Avenue; Lincoln Avenue from Cross Street to Valley - Street, Valley Street from Lincoln Avenue to Martin Street, Martin Street north from Valley Street to "0" Street; "0" Street from Martin Street to Park Road; Park Road from "0" Street to Can - trell Road, Cantrell Road from Park Road westerly to the intersection of Cantrell Road and Ntl Street at Prospect Avenue; "Q" Street from Prospect Avenue to the 'l'aestern City Limits of-the City of Little Rock, Arkansas, have petitioned the City Council of the City of Little hock for the construction of said improvements and that the cost thereof shall be assessed upon the real property in said dis- trict according to the benefits received; and, t"�HEREAS, said benefits received by each and every block, lot and parcel of real property, railroad, and railroad right of way, situated in said district equals or exceeds the local assess- ment thereon; and, WHEREAS, the estimated cost of said improvement is Five Hundred Forty Nine Thousend, Seven Hundred ''m-enty One Dollars and Twenty Five Cents ($549,721.25), exclusive of interest tpabi • THEREFORE IT IS NOW ORDAINED BY THE CITY COUNCIL OF Tf, CITY OF LITTLE ROCK: Section 1. That the several blocks, lots and parcels of �1 property, railroacUand railroad rights of way in sai . mprovement District Number 508 of Little Rock, Arkansas, be, and they are hereby assessed according to the assessment list as the same now remains in the office of the City Clerk of the City of Little mock, and as the same may be annually readjusted by the Board of Assessors and that five per centum of said assessment of the value of benefits to each of said blocks, lots and parcels of land, railroads and railroad rights of way, shall be paid on or before the first day of October, 1930; and that ten per centum of said assess- ment of the value of benefits to each of said blocks, .lots., -_ and parcels 'of land, railroads, and railroad rights .Qfi -�aFs huh. �_be paid on or before the first day of October of each' year thereafter, until the whole of sa_d local assess-iicr..t shall have, been paid; and said local assessment shall be a charge and a lien against all real property in said district from the date of this ordinance and shall be entitled to preferinee over all judgements, executions, encumbrances, or liens, whensoever created, until such local assessment, with any penalty and costs that may accrue thereon, shall be t E Y r' b S l if • 0 x paid; provided, as between grantor and grantee, all Pay- ments not due at the date of the transfer of such real property shall be payable by the grantee* Sect'-on 2.
