HomeMy WebLinkAbout4308i g �.' /. ORDINANCE NO. Y108. Y i i 4 AN ORDINANCE TO PROVIDE A CITY PLANNING COb1111ISSION: TO PRESCRIBE ITS POWERS AND DUTIES, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ,LITTLE ROCK: SECTIONI. A City Planning Commission is hereby created in and for the City of Little Rock. SECTION 2. Said City Planning Commission shall con- sist of twenty -five members. One member shall be appointed by each Alderman and seven by the Mayor, subject to the approval of the Council. The term of office shall be coterminous with that of the off icialµ making the appointment. Vacancies shall be filled in the same manner, and the members of the Commission shall serve at the will and pleasure of the official makin,- the appointment. SECTION 3. The members of the Commission shall organize and elect a President and Secretary, who are members thereof. Neither the President, Secretary ol(members of the Commission shall receive any salary, but allowances for actual expenses in connec- tion with duties performed may be made. No expenditures for commission expenses shall be made by the Commission, except those authorized by the City Council. SECTION 4. The members of the Planning Commission shall meet at least once a month in the Council Chamber at the Cit;; Hall, or at such place as may be selected by the President. Special meetings may be called from time to time, by the President. The Commission shall adopt its own rules for its procedure and the Secretary shall keep a proper record of its proceedings. Nine members shall be considered a quorum. SECTION 5. It shall be the duty of the members of the planning commission to collect data, obtain information, and keep informed as to the best practice, and the advancement made generally in the science of city planning, to the end that they F may be qualified to act on matters that affect the present and future movements of traffic, city zoning, the convenience, the safety of _?ersons and property, the health, the recreation, the general welfare, and all other needs of the municl *pality that are dependent upon the city plan. SECTION 6. It shall be the duty of the City Officials, department he&ds, and employees generally to render assistance to the Planning Commission in the way of information, advile and co- operation. 6 special Committee shall be appointed in the Council for these purposes. The Council shall have no vote in the com- mission. It is not intended to supplant the Council, Council Committees or City departments, except that matters coming within the purview of the Planning Commission shall be referred to that body; to the end the -.t there shall be a proper correlation of thought anft the furtherance of comprehensive plans for all better- ments carried out by the City. SECTION 7. It shall be within the further powers and duties of the Planning Commission to make the plans and maps of the whole, or any portion of the municipality, or any land outside o£ the municipality which, in the opinion of the Commission bears a relation to the planning of the municipality, and to make such changes in such plans or maps as it deems advisable. Such plans and maps shall show the recommendation of the Commission for any streets, alleys, viaducts, subways, bridges, railroads, terminals, transit lines, parks, parkways, play grounds or other public' grounds or improvements and the removal, relocation, wideniri�_' or extending of such public works then existing. The Planning Commission shall have authorit to recommend the care and preser- vation of historic landmarks and the locGtion of Statuary, or other works of art, which are now or may become the property of the municipality; and the removal, relocation and alteration of such works belonging to the municipality, and the design and 19 -3- location of bridges, viaducts, street fixtures and other public or semi - public structures and appurtenances. SECTION 8. The Planning Commission shell consider V making surveys and reports to the Council on city zoning, major streets, plots, major health projects, sewers, parks, play grounds and other- matters of public interest which may be brought to its attention. SECTION 9. The Council may refer any matter at any time to the Planning Commission for its adviQk. Should the Commission not care to investigate and report on matters so referred, it shall so notify the Council at its next meeting. SECTION I0. All plans, plots or replots of land, laid out in building lots, streets, and, alleys intended to be dedicated to the public use, or for the use of purchasers or owners of lots fronting on or adjoining, and located within or without the corporate limits of the municipality, shall be submitted to the Planning Commission for its consideration. No public funds shall be expended within any lands laid out in building lots, streets and alleys, until the plan, plot or re- plot of such lands shall have been approved by the Planning Commission and the City Council. SECTION II. The Planning Commission shall have authority to employ such architects, engineers, draftsmen, clerks, or other employees as it shall deem necessar�� for the performance of its functions; provided that the expenditures so made shall have been approved by the City Council for the use of the Com- mission. SECTION 12. The Planning Commission shall make an annual report to the Council for the previous year as soon as possible in the new year. It shall make such supplementary re- ports as it sees fit from time to time. -4— SECTION 13. Recommendations from the City Planning Commission to the City Council shall be accepted or rejected by the Council by a majority vote of the Council. SECTION I4.
