AN ORDINANCE REPEALING ORDINANCE NO. 4248, LAYING OFF A CERTAIN
PORTION OF TR, CITY OF LITTLE ROCK, ARKANSAS, INTO A LOCAL
IMPROYET,FM DISTRICT AND DESIGNATING THE BOUNDS THERE'CF. SAID
DISTRICT TO BE KNOWN AS CURB AND GUTTER IW. ROMENT DISTRICT
NO. 400 OF THE CITY OF LITTLE ROCK.
Whereas, the first petition for Curb & Gutter Improvement
District No. 490 was submitted to the City Council of Little Rock
with ten signatures subscribed thereto, and the eouneil passed
ordinance No. 4248, creating Curb & Otter Improvement District
No. 490, but after investigating said petition it was found that
in order to obtain the required number of signatures to the original
petition filed herein, .Gus Butler, owner of Lot Six (6). Block
Eight (8) of Butler's Addition to Little Rock, a lot included in
said district, did on the 3rd day of November, 1927, convey an
undivided one - fiftieth (150) interest in said lot to Ellie 0. Flake,
Leslie H. Bohli er, Lillie B. Hall, Leila, K. Keebey, Helen K. Hines
and Mi.ldre� K. PattisoA#7 and on the same day said grantees reconveyed
said property to Gus Butler, all of which was done to obtain ten
signatures to the first petition and defeat the purpose of the
statute governing the organization of municipal improvement districts,
and the submission of said ?petition was a fraud upon the council
and the tax payers in said district., THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1, Ordinance No. 4248, laying off a certain portion
of the City of Little Rock, Arkansas, into a local improvement
district and designating the bounds thereof, said district being known
as curb and gutter improvement district No. 490 of the City of
Little Rock, Arkansas, be and is hereby repealed.
Section 2. All ordinances in conflict herewith are hereby
repealed, and this ordinance shall become effective and be in force
from and after the date of its passage.
